I would like to see not only older prisoners but those that are non-violent, 1st time offender be released. Is it possible that it could pass?

regarding elder abuse by california prison guards and medical staff of the older sick and dying inmates by means of:
1.) denying of life saving medications
2.) altering against doctor orders of medications
3.) withholding of medications
4.) verbal abuse to heart and stroke inmates
5.) cells with temperatures exceeding well above 90 degrees
6.) denial of oxygen tank when being transported to hospitals
7.) heart patient inmates transported in vans with no secured seating throwing just released heart patient around in van.
8.) denial of nitroglycerin pills repeatedly causing heart damage.
9.) denial of lacix (water pills) after surgery despite surgeons and cardiac doctors orders with legs, feet, abdomen grossly swollen and water around heart and in lungs to point of being rushed to emergency or hospital.
10.) lack of ventilation in heated/hot rooms causing heat faint.

Are there cases where this has been addressed of an elderly and sick inmate caused by cruel CDCR officers and medical staff? All the above was on one patient/inmate causing permanent heart problems and stroke problems
