Harlan has been known since the 1930's for incredible violence. First with illegal moon shining and then coal strikes, this area just over the Virginia border was dubbed "Bloody Harlan." I suspect the police are pretty sensitive as are the towns folk when it comes to insults escalating, and while I think this was an excess of the system, it's worth remembering that some magistrate thought there was enough evidence to issue the warrant, and some Judge was prepared to hear the charges.
