Microsoft Company Pushed Discredited GDI Blacklist Targeting Conservative and Libertarian Sites

I have been writing about the controversial funding of the Global Disinformation Index by the congressionally-created and federally funded National Endowment for Democracy. I recently disclosed that, after my Hill column ran, NED contacted me to say that it was stopping any further funding of the GDI. However, major questions still remain on the NED’s funding of this highly flawed scoring system that targeted conservative and libertarian sites. This is an effort to deter advertisers from supporting these sites while listing highly liberal sites like Huffington Post as some of the most reliable sources. It appears that a Microsoft company is supporting this effort. According to the Washington Examiner, Microsoft’s Xandr is running a blacklist based on the discredited GDI listing. However, it includes additional sites popular with conservatives, libertarians, and independents beyond the ten most dangerous sites flagged by GDI. After Microsoft’s use of the blacklist was revealed, the company removed the listing.

It now appears that NED is not the only federally funded group supporting GDI. The State Department also supports the Global Engagement Center, which gave GDI funds for this blacklisting effort. It also includes sites like the Drudge Report, the Washington Examiner, the Washington Times, and sites associates with individual figures like Sean Hannity and Mike Huckabee.

The Democratic members, writers, and pundits have increasingly embraced blacklisting of conservatives and even justices. There is also a chilling turn toward labeling critics as Russian sympathizers and “Putin lovers” after they called for investigations into government censorship efforts. In attacks that increasingly sound like Red Scare 2.0, Democrats are denouncing anyone who questions efforts to censor social media.

For years, the Democrats pushed a Russian collusion theory that collapsed. It was later disclosed that the Clinton campaign hid and then lied about funding the infamous Steele Dossier. Nevertheless, people like Carter Page were falsely accused of being Russian agents and critics of the investigation labeled as Russian apologists. Ironically, the FBI was warned that the dossier appeared to be the result of Russian disinformation and relied on a presumed Russian agent.

If anything, my warning of McCarthy-like attacks and measures seemed to be taken more as a suggestion than an admonition by some. Soon after the end of the hearing, MSNBC contributor and former Sen. Claire McCaskill appeared on MSNBC to denounce the member witnesses (Sen. Chuck Grassley, Sen. Ron Johnson, and former Rep. Gabbard) as “Putin apologists” and Putin lovers.

She exclaimed, “I mean, look at this, I mean, all three of those politicians are Putin apologists. I mean, Tulsi Gabbard loves Putin.” (For the record, she also attacked me as not being “a real lawyer.”)

Microsoft’s involvement in the blacklisting is particularly concerning. This is a company with many conservative, libertarian, and independent customers. Yet, it is actively seeking to blacklist sites through this transparently biased scoring system.  It is part of a chilling alliance of government, corporate, media, and academic interests to censor or control political speech on the Internet.

The fact that the company removed the list after public outcry does not relieve concerns over the original support for the blacklisting. The free speech community is caught in a never-ending Whac-A-Mole game. We hit a Disinformation Governance Board and a Disinformation Index pops up. These agencies, groups, and companies backpedal but seem to then find other ways to control or censor speech. This is why, despite fierce Democratic opposition, the House needs to move forward with an investigation into the full scope of government efforts to regulate or censor speech.

  3. Because governments increasingly add to their powers over the lives of their citizens, it is to be expected they will always effort to regulate or censor speech. Of course our elected congressional representatives should move forward with an investigation into the full scope of government efforts to regulate or censor speech. It’s a no brainer, if indeed they are [our] representatives and not pawns for someone or something else.

      Government exists to provide maximal freedom to individuals, through the provision of security and infrastructure, while being severely limited and restricted itself.

      The judicial branch exists to assure that the legislative and executive branches strictly comport with the clear meaning and intent of the Constitution.

      It doesn’t and it doesn’t.

      The judicial branch has no power to amend, legislate, modify legislation, or modify legislation through “interpretation.”

      Rights and freedoms are absolute; infliction of bodily injury and property damage constitutes an actionable criminal and/or civil violation.

  4. An Observation: Please notice how the so-called “progressive” troll hijacked the discussion. Although the professor’s column was about The Global Disinformation Index, the discussion quickly became unproductive about which side lies more, and Ukraine pro and con.
    A Suggestion: Ignore the so-called “progressive” trolls. Let’s have a discussion about the point Professor Turley is making instead.

    1. I believe I know of whom you speak, and expect they do as well. The problem is there are more than just one. Professor Turley allows them a voice on his blog, yet they do not use it to make convincing arguments. Instead they show us what they are. Their intolerance for perspectives not their own and the animus they express for the professor consumes them to such an extent that they most always go beyond what is required or sufficient. There is debate and there is attack. They suffer too little of the former and too much of the latter.

        You have it backwards. It’s those who seem “annoyed” at the fact that we do post a countervailing point of view. Often it’s criticism of obvious mischaracterization or hypocrisy. All of which are fair game when Turley posts a column expressing his views or opinions. There are others here who post more frequently and often off topic.

        1. I can accept that you have good intentions, but my concern for you and others is that your “countervailing points of view” are offered with too much antipathy. You come across as hostile and combative toward the professor, and the antagonism shown leaves your argumentation wanting. You might be able to prevail over Turley, but surely not by being contentious with him. It is possible to quarrel without being quarrelsome.

  5. If a book is banned or red listed, my first inclination is to purchase and read the paperback version of the book. Several of the banned books I have are well written and full of sources. This “rating” system could also be a nice guide for where to seek opposing points of view.

    The reason for the red listing is that those who are corrupt do not wish for the information seeker to see their rottenness not to discover that that their narrative is thinly supported.

    If there is nothing to hide, if a thing is founded on truth, it will withstand scrutiny.

  6. As an aside: Pete Buttigieg complained today when approached by a polite reporter and asked to comment on the train derailment. He then took a picture (?) of the reporter for some unknown reason.

    I bring this up because it was Democrats (remember Maxine Waters) telling everyone to get in the faces of Cabinet members and we had Sarah Huckabee and the Homeland Security head get forced out of RESTAURANTS. But Pete bristled at a very polite reporter asking a legitimate question. Welcome to Doublestandardstan (TM).

    The GDI wasn’t wrong about Hannity. He did disinform his viewers while knowing what he was telling them was BS.

    Fox News knew and they still told their viewers that the election was stolen and there was massive voter fraud. That certainly would put Fox News right at the top of the GDI because it would be accurate. Turley still hasn’t gotten the courage to discuss his employers complete failure at journalistic integrity. They censored the truth from their viewers.

That amount was the total given be the NED and other organization. It’s not even known if tax dollars were actually used in that grant since the NED gets funding from private entities as well.

    2. Svelaz – it was impossible for Hannity, or anyone else at Fox, to “know” whether the election was stolen without examining the provinence of the millions of the mail-in ballots accepted by election officials. Neither they nor you have examined those ballots.

  8. Turley sure loves to mischaracterize. The GDI has not been discredited. The GDI is very accurate. That’s why Turley is being highly critical of it. Fox News has already been exposed as a full on BS factory. So has the NY post since it’s also owned by the same person Rupert Murdoch. Turley is carefully ignoring the problems facing Fox News and the revelations that it knowingly lied to it’s viewers in pursuit of ratings and preventing another BS factory, Newsmax from syphoning viewers.

    He claims it’s highly flawed but doesn’t point out how or why. Turley is simply trying to deflect from the fact that the GDI is not wrong on it’s rankings. The GDI is no different than any other index created by organizations such as the Heritage Foundation or any other libertarian or conservative non-profit. They do the same thing, listing things by rank on freedom indexes “suggesting” organizations, groups, or even lawmakers to avoid by noting how anti-something they are. It’s no different than what the GDI does.

    The GDI does NOT tell you who to avoid or not to advertise with who. All it does is ranks organizations according to how much disinformation or misinformation they produce or repeat. As is with conservative indexes anyone can use them for however they see fit. If they want to use it to determine where to advertise it’s certainly their choice.

    Turley falsely characterizes the GDI targets conservative and libertarian sites. They target everything, the problem is most sites that do engage in disinformation ARE conservative and libertarian sites. They high rankings mean it’s mostly those site because they mostly engage in disinformation. As noted above Fox News makes the perfect example of why the GDI is pretty accurate. Newsmax which peddled a lot of disinformation about the 2020 election and Fox News competing with it by peddling the same stuff they KNEW was false is exactly why they rank high on that list. We already have evidence they deliberately engaged in disseminating disinformation. Turley can’t claim the GDI is flawed.

    It’s not censorship and it’s not forcing advertisers or telling them to avoid where to advertise. It’s an index. Not a blacklist.

Attorney General Barr stating there is not evidence of voter fraud, even the grand jury in the Georgia case voting unanimously that there was a no voter fraud. They recommended perjury charges on those who claimed voter fraud. Now we have Fox News admitting in court documents that they KNEW Trump’s voter fraud claims were complete BS.

          All this points to the simple fact that you were being lied to this whole time. You were taken for a ride in the Trump chump express while he picked your pockets for “donations”.

    Secondly, a person can be against this proxy war, not want WWIII where millions could die or even nuclear Armageddon ending life on earth as we know it, and NOT be pro-Russian or a Putin Lover.
    It is called common sense.
    And before the Costco Chicken can claim I am suggesting we let Putin take the Ukraine and the rest of the EU (think about that one for a moment), I am not suggesting that in the slightest.
    What I have stated on this blog before, more than once, we need to get the Ukraine and Russia to the peace table, hammer out a truce. Neither side gets everything they want. They both have to compromise. Then, put a DMZ between the two of them.
    Stop the killing. Stop running toward WWIII.

        I will wait and see what the analysis is, the WH reaction, but that sounds rather concerning.

Uh, Hullbobby, this isn’t just about Russia trying to take over Ukraine, because if Putin gets away with that, Poland, Estonia, Latvia, and Lithuania will be next, so he’ll control access to all of Eastern Europe, plus the Baltic and Black Seas, so he can control commerce by sea. After that, he’ll go further. At some point, he has to be stopped, so the real question is: how far will the majority of the world allow him to go before we are forced to stop him? He’ll eventually come for us, too, if he gets away with it. It’s just like Hitler and the start of WWII–he was allowed to take over the Sudentenland because people in that region spoke German, they thought that would appease him, but he didn’t stop there. Putin will do the same. If China and Russia align, it would be just like Japan and Germany, but there’s doubt that China will do this because they are too dependent upon other countries to purchase their goods. Their economy depends on selling us stuff. This kind of aggression has to be nipped in the bud. Our own freedom is on the line here.

        2. The resolution in Ukraine has always been clear: neutrality, and Russian hegemony over the Donbas and Crimea. The only difference the war has made is that now Kherson and Zaphorizhia are also part of the deal. If Germany, France and the US had insisted that Ukraine implement Minsk, and had ruled out Ukraine joining NATO, there would be no war. In the end, Ukraine’s economy is being destroyed and many of its people are being killed. The risk of escalation will grow. Much of the world will continue to hold the war at arms’ length. And Russia will be ever more tightly held in China’s orbit. And for what? To maintain Kyiv’s control over contested eastern provinces. The Biden administration has committed a world historical blunder. And most of Republican leadership has encouraged it.

      This has been my advice since 1999. Unless you have to for work, DO NOT use Microsoft, and at work, DO NOT use their resources for anything personal. They have always been villains, and you better believe they are about as ethical today as North Korea. Bill Gates was not a genius, he was, and is, an elitist opportunist with unfathomable delusions of grandeur. Don’t use Google stuff either, if you can help it. That leaves Apple and Linux; for the ease of use, go with Apple. If you understand the technical, go with Linux, there are very good distros these days, and there is a reason our national labs run the software on their mission critical servers, and they do – I have installed them myself at times. Please absorb that – our most secretive places do not engage with Microsoft or Google.

      That said, is anyone surprised? Biden is doing exactly jack and **** independently; if ever we had a figurehead, he is it. Not even a lame duck, he is a tool. He was not elected, he was installed. People cry, ‘Ok, then, Obama!’. Alright, so – what is Obama a pert of? It isn’t an American political party. If you think we aren’t now pitted against a regime, you need to wake the eff up. Modern, older liberals most of all.
