retail fraud and drug charges after being accused of taking the can off the shelves and then inhaling the fumes to get high.
The specific charge was inhalation of chemical agents.  That is a new one for me so I looked it up.  Here is the provision:

752.272 Inhalation or consumption of chemical agent prohibited; anesthesia inhalation excepted.Sec. 2.

No person shall, for the purpose of causing a condition of intoxication, euphoria, excitement, exhilaration, stupefaction or dulling of the senses or nervous system, intentionally smell or inhale the fumes of any chemical agent or intentionally drink, eat or otherwise introduce any chemical agent into his respiratory or circulatory system. This shall not prohibit the inhalation of any anesthesia for medical or dental purposes.

With the move toward legalization of marijuana, such laws could create conflicts with the use of bongs. The growing practice of  vaping would also likely be covered.
Dust-off  is a popular product for huffing and some sites report that as much as ten percent of the population has abused such products for a cheap high.
