The bill refers to the practice as “walking dangerous, unhealthy or unclean animals such as dogs” and orders that such “animal[s] will be confiscated.”

This seems to be a merger of Islamic and Maoist propaganda against “Western running dogs.” This is why All Dogs Go To Heaven tanked in Iranian movie theaters.
