Bye and Bye: Washington State Moves Toward a “Wealth Tax” As the Wealthy Move to Leave the State

Washington State’s unofficial state motto has long been “Al-ki” which means either “bye and bye” or “by and by” in Chinook. The former meaning now seems official as Gov. Jay Inslee pushes for a “wealth tax.” Wealthy citizens are already saying bye to the state in anticipation of what one Democratic billionaire recently called a “boneheaded” move. The problem is that rich people can move. Unlike fixed assets like a mansion, they can take their wealth and taxes to other states without such laws.

The post from Senate Democrats supporting Senate Bill 5486 said, “The first $250 million of assessed value is exempted, meaning only the wealthiest people in Washington would pay the tax, including some of the wealthiest individuals in the world.”

I have previously written against wealth taxes from both constitutional and practical perspectives in the federal system. Sen. Elizabeth Warren (D., Mass.) has long been a proponent of wealth taxes and the Biden Administration supported the effort.

The Wharton Budget Model at the University of Pennsylvania found that Warren’s legislation would raise $2.7 trillion in revenue, but it would also reduce capital by 3.1%, depress average hourly wages by 1.2%, and reduce gross domestic product (GDP) by 1.2% in 2050.

It is part of an “eat the rich” pitch from liberal politicians and pundits.

When struggling in the 2020 Democratic presidential primaries, Sen. Elizabeth Warren (D-Mass.) pledged a wealth taxdeclaring that she was coming after “the diamonds, the yachts, and the Rembrandts too.” Then-New York City Mayor Bill DeBlasio, another Democratic contender at the time, was barely registering in the polls when he promised that “we will tax the hell out of the wealthy.”

The federal constitutional problems are not barriers to the states. However, the effort to hammer the wealthy has never worked for states or countries. France previously saw a massive exodus after it attempted to clip the most wealthy and had to reverse its policies.

Putting aside expected legal challenges, Democratic donor Nick Hanauer criticized state Democrats for the push and said he had already spoken to the wealthiest citizens about fleeing the state.

“Even if it clears the legal, implementation & other challenges, it’s unlikely to raise much [money] given every wealthy person I’ve spoken to in the last few days has said they will leave the state. I believe them. Thoughtful taxes don’t actually drive people away, boneheaded taxes do.”

That is the problem with eating the rich . . . they have to stay put to be eaten. These wealthy individuals are already willing to pay some of the highest taxes in blue states for income. However, a wealth tax would expose their property to what is likely to become an irresistible target for politicians unwilling to make tough budget choices.

Of course, Washington could follow California in seeking a retroactive tax. Rather than try to keep the most wealthy citizens, it could seek to make them pay to leave the state like a giant Venus Flytrap.

We previously discussed the push in California to impose a retroactive tax on the many citizens and companies fleeing that state due to its high taxes and other problems. Warren wants to do the same nationally. So, if businesses are fleeing the country due to these policies, they would have to essentially pay for the freedom in a type of captivity tax.  It is incredibly short-sighted.  They need these businesses and they will not be able to coerce them into staying by trying to make it more expensive to leave.

The wealth tax campaigns combine fiscal negligence with political opportunism. Rather than imposing budgetary restraints and reducing budgets, Democrats promise to fleece the superrich. This short-term appeal is likely to cost the state dearly as the wealthy leave for less predatorial states.

You can stay in Washington state and get hit with a wealth tax or you can “bye and bye” and move out of the way. It appears that millionaires are already training with a financial expert in Washington to move out of the way of the wealth tax:

    None of this is taking into consideration spending for rounding up millions of migrants and building the hundreds of concentration camps to hold them or the cost for deportation–more costs that aren’t in the budget.     “Undocumented immigrants paid $96.7 billion in federal, state, and local taxes in 2022. Most of that amount, $59.4 billion, was paid to the federal government while the remaining $37.3 billion was paid to state and local governments.

    Undocumented immigrants paid federal, state, and local taxes of $8,889 per person in 2022. In other words, for every 1 million undocumented immigrants who reside in the country, public services receive $8.9 billion in additional tax revenue.

    More than a third of the tax dollars paid by undocumented immigrants go toward payroll taxes dedicated to funding programs that these workers are barred from accessing. Undocumented immigrants paid $25.7 billion in Social Security taxes, $6.4 billion in Medicare taxes, and $1.8 billion in unemployment insurance taxes in 2022.

    At the state and local levels, slightly less than half (46 percent, or $15.1 billion) of the tax payments made by undocumented immigrants are through sales and excise taxes levied on their purchases. Most other payments are made through property taxes, such as those levied on homeowners and renters (31 percent, or $10.4 billion), or through personal and business income taxes (21 percent, or $7.0 billion).

    Six states raised more than $1 billion each in tax revenue from undocumented immigrants living within their borders. Those states are California ($8.5 billion), Texas ($4.9 billion), New York ($3.1 billion), Florida ($1.8 billion), Illinois ($1.5 billion), and New Jersey ($1.3 billion).’

    So if millions of migrants are deported, this tax revenue goes away. Then, there’s Trump’s no tax on tips, overtime or Social Security payments, which drive up the national debt by more billions. We are headed for an economic disaster because Trump is ignorant about economics and won’t listen to anyone who knows more than he does. He made stupid, baseless promises just to get votes and doesn’t care about the economic impact.

    But, hey, President Musk and his fellow billionaires will grow richer and the rest of us can go to hell.

      Almost no one cares about govenrment confiscating 3% of the Wealth of Musk.

      There is an 80/20 rule that applies recursively to nearly everything.
      20% of people are responsible for 80% of what is produced, while 80% of people are responsible for 20% of what is produced.

      Recursively – so of the 20% that produce 80% – 20% of them produce 80% of the 80% and so on.

      I would note this is true of most anything that distributes on a bell curve.

      80% of the greatest music is produced by 20% of musicians – recursively, such that only a tiny handful of musicians consistently produce most great music over decades.
      The same is true of athletes.

      If you get rid of Mohamed Ali, or the Beatles, or Mozart, or Musk – someone will do something. But what they produce WILL NOT HAPPEN.
      Conversley if you get rid of one of the 80% – no one will notice.

      Musk is inarguably the greatest investor of our time. Not in the sense that he is some wall street stock Guru.
      But that more so than anyone else he knows how to direct money and effort to make the future better.

      While it is probable that StarLink, SpaceX, Tesla, PayPal all would have happened in some form without Musk.
      That would be decades later and it would take longer before the benefits reached us.

      Allen, Bezos, Branson – the other Billionaries in the race to space would each have ultimately gotten where Musk has.
      But not as quickly. If Starlink was a decade later – Ukraine would be overrun by Russia right now.
      Most of what is going to space right now is being transported by SpaceX – which has reduced the cost to put things in space by a factor of 100,
      As Starship becomes viable that increases to a factor of 1000. What is going up cheaper and faster – weather satellites, communications satellites,
      internet services,GPS. mapping satellites, surveillance satellites. and on and on.

      The world is more prosperous and safer because of Musk. Without Musk – we would still get their – eventually.

      The trade off for your targeting the best most successful investors in the world is less of that great investment.
      We will probably get there eventually – it is possiable as we see in Cuba and Venezeuala for you to screw it up so badly we drift backwards.

      Warren claims her Wealth tax will produce 3.7T over 10 years – that is total poppycock. The reality is that tax revenues will go down.
      But lets presume that she is correct. What do you estimate the economic harm from reduced investment will be ?
      Because 99.999% of the wealthj of uber wealthy people is invested – it is in making SpaceX or Starlink, or Amazon, or Apple, or Microsoft.

      Over 10 years the economic impact of a 1% reduction in investiment will likely dwarf the revenue the government collects.

      The 80/20 or paretto principle I cited above. Means that the real improvements at the world ALL happen at the tails – with the 20% of the 20% of the 20% …
      Merely slow them down and everything else slows down, standard of living rises more slowly – if at all.

      Musk is poorer than he would have been otherwise – but he will not notice.

      But the rest of us will ALL be a little bit poorer. And that will dwarf anything from government.

      Musk has gone from nearly nothing to $400B in about 30 years. No other “investor” has done that. But other in the top 0.00001% have been very successful.
      Bezos took longer and is only half as successful. But the benefit that earned Bezo’s his wealth is clearly to all of us.

      The return on investment the economic gain from each dollar that Bezos and Musk spend is incredible.

      Robert Barro has collected similar data on govenrment for many decades – on the US government and the entire OECD.

      The best government does is about 80% efficiency in spending during war. That means for every $1 that govenrment spends on War there is an ecaonimc gain of $0.80.

      The norm is closer to 0.25-0.35. Put differently for every $1 that government spends it HARMS the economy by $0.65-0.76

      There is no doubt that govenrment “investment” results in benefits.
      There is also no doubt that the benefits are far less than the costs.

      That is the exact opposite of the Musks and the Bezo’s

      So even if there was absolutely no change – if Musk and Bezo’s continued to do what they do, and did not try to evade wealth taxes.
      And did not reduce their productivity by anything beyond the $3.7T that Warren plans to steal from them.

      The Benefits from spending Warren’s $3.7T woud only be about $1T and the lost benefits from Musk, … not spending that $3.7T would be about $10T.
      So the US would be about $10T less well off as a result of Warren’s wealth tax.

    7. You keep making claims that we KNOW are false.

      Since WWII US Federal tax revnue has consistently been about 18.5% of GDP – on RARE occasions it has increased to 21% and dropped to 16%.
      But whether the tax rates on the rich have been 90% or 35% the revenue to the federal govenrment has tracked GDP – not tax rates.

      There is a reason for this – our overall taxes are above the revenue optimizing maximum. That means that tax increases do not bring in more revenue because they slow the economy.
      And tax decreases increase government revenue because they grow the economy.

      Contra the left – pretty much every federal Tax Cut since Reagan has grown the economy and either increased federal revenue or atleast not decreased it.

      To be clear – all tax cuts and increases are NOT the same. changes to tax rates on the middle and working class have FAR less positive or negative impact on the economy – and govenrment revenues.

      This may not be what any of us WANT to be true – but it is with absolute economic certainty true. Corporate tax rates, upper margin tax rates, Welaht taxes and investiment tax changes have DRAMATIC economic impact. Middle class and working class tax rates have negligible economic impact.

      Stop inflation increase growth and decrease taxes on investment – and government revenue will increase not decrease.

      As to Government debt – AGAIN the federal government will take in about 18.5% of GDP – absent reductions in tax rates far more radical than Trump proposes.
      The Federal government does not have a revenue problem, it has a spending problem.

      The ONLY way to actually boost federal revenue is to grow the economy.

      To do that you must:
      Deregulate,
      cut taxes on investment.
      cut government spending.

      US Tax Revenue was very nearly constant at a bit over $4T/yr from 2016-2020 It rose by almost $1T from 2020-2022 – pretty much entirely the results of Inflation
      Net inflation was 20% – net Revenue increase under Biden was 20%. But post the 2022 Peak Federal Revenue has DROPPED again – probably because the economy is in recession which is being hidden by inflation.

      Regardless all that is necescary to balance the Budget is to spend just under $5T instead of just under 7T.
      in 2015 Spending was 4.89T. in 2019 it was 5.45T. We spent an extra $2T in 2020 as Covid Stimulus – that was a huge Mistake – you can blame Trump for that.
      All we needed to do was NOTHING – no lockdowns no stupid covid policies that did not work, and the economy would have continued fine and needed no stimulus.

      But even so – that should have been a ONE TIME stimulus in response to a ONE TIME economic mistake – shutting the country down.

      It is now 2024 – and spending is nearly 7T. 2T more than in 2019.

      Balancing the budget is trivially easy – DO NOT KEEP INCREASING SPENDING.

      BTW 2024 interest on the debt is $789B – that is barely over 10% – not 39%. If inflation stays high and interest rates stay high – debt service COULD consume nearly 40% of spending – but we are not there yet.

      Where does the Federal Government revenue come from ?
      The largest single component – $2.45T is individual income taxes and 98% of that is paid by the Top 50% of wage earners int he US. Not the poor, not the working class and only half the middle class.

      We are talking about immigrants who entered the US illegally in violation of US laws. Not people who forgot their passports.
      In many case these are WELL DOCUMENTED illegal immigrants. Under Biden then can download an APP and apply for benefits in the US.
      Very very few are “undocumented” – meaning we have no idea who they are a=or even that they are here. And THOSE are the ones we want out the most.
      Those that crossed illegally and went to great pains to NOT be documented, to not apply for benefits or asylum or work permits – those are the criminals, and the terrorists.
      It is specifically the “undocumented” that we want out of here the most.

      You cite dubious numbers on the Taxes paid by illegal immigrants. But you fail to note that FEMA alone is paying $152B/yr for illegal immigrant “emergency services”
      And this is why they needed $100B more in the just past CR to deal with NC and other natural diaasters – because they wasted their budget on illegals.

      This does not count the fact that cities and states are themselves paying BILLIONS for services for Illegals.
      I beleive Mayor Adams has said that NYC alone is spending $5B/yr on illegal immigrants.

      During the Obama and Biden administrations ICE was able to deport a peak of 1.4M illegals a year on their current budget.
      Shut down the border, so that we are not getting 4M+ illegal immigrants per year, and let ICE do their job WITHOUT funding increases and in several years all the illegal immigrants will be gone.
      Right now there are 1.3M illegal immigrants with deportation orders signed and sealed, all that is necescary to deport them is for ICE to take them into custody.
      They have exhausted legal options.

      NEXT END the nearly $200B/year spent on illegals by the local. state and federal governments, and between that and the threat of deportation – the majority will go home without deportation.

      You can make that even more likely by increasing the number of legal immigrants in the US per year fom 1M to 2M.

      Remember if you caught as an illegal immigrant in the US – you will NEVER be allowed back into the country legally.
      While if you are here illegally, leave, and then try to get in legally – you stand some chance of being allowed in legally.

      Regardless we are already seeing drops in the number trying to cross the border – because Mexico is terrified of Trump tarrifs, and we are already seeing a rise in self deportations in anticipation of Trump.

    10. Gigi I will make a trivially simple proposal regarding dealing with the deportation of illegal immigrants.

      Cut ALL federal spending on services FOR illegal immigrants.
      Use a TINY portion of the savings to “build the wall”.

      Leave the US budget for dealing with CBP and ICE exactly as it is now – Trump gets no additional money.
      But Trump, Holman, CBP and ICE can reallocate their current funding as they see fit to accomplish the tasks they face – including deportation.

      The Trump administration can deport as many illegal immigrants as they can figure out how to do so on the money they currently have.

      My POINT is that you do not get to tell the rest of us that something can not be done because the way YOU think it will be done YOU guess will cost too much.

      I would NOTE that YOU have already made it possible for Trump to spend $152B to deport illegal immigrants.

      FEMA ‘s budget is EMERGENCY expenditures. YOU have allocated $152B in emergency funds to dealing with illegal immigrants.

      Trump uses DOD emergency funds to fund building the Wall in his first term – and the supreme court upheld Trump’s power based on laws passed by congress to redirect emergency funding from one emergency to another.

      Without any increase in budget or change in the law, Trump can transfer the 152B in FEMA illegal immigrant emergency funding to emergency deportation.

      For the record The current Biden administration employment claims do NOT support YOUR claims.

      Acorrding to the Biden administration less than 500K illegal immigrants in the US have jobs that are on the record – that involve paying taxes.

      It is probably the Biden administration is lying – but not by a factor of 3.

      To get a legal job in the US you must provide your employer with two forms of ID, and a social security number.

      There is an everify system that employers use that verified that the SS# provided belongs to the name and ID provided.
      If they do not – you do not get hired. Evn after that – if you have forged ID and a matching SS#, your payroll taxes are reported tot he state and federal government at the very longest quarterly. If two or more people are using the same SS # to work SS flags that and the employer gets notified.

      As to property taxes – they are NOT paid by renters – they are paid for by property owners. They are based on the last assessed value of the property – something addressed – badly by Judge Enmoron in the James trial. Property assessments are NOTORIOUSLY low, most everywhere in the US. Nor is that changing.
      My taxes on my home are based on an assessment from the purchase price of the home 20+ years ago. We spent just over $100 and got just two, not even full bags of groceries. Back in the day, before Biden was sworn in, for $120 we could get a full cart of groceries. For some reason, some slow and dumb people just cannot understand that inflation is “cumulative.” But, that is probably why they are “slow and dumb.”

I will get about a dozen servings from them when I fry them up with onions, tomatoes, and maybe okra. I still have some frozen cheap hamburger patties, from back when they were $9 for a dozen.             I am surviving OK, but I literally have to watch every single cent that I spend. I do my Walmart order up, and then I go back through it and eliminate anything that I can do without, in order to buy a couple of goodies, like Christmas cookies.             And I am better off than most. There are people who have lost their jobs and do not have a social security check to fall back on. Plus, I do not have to worry about a car, or car expenses. I would hate to be out in the workforce, and driving, and having to worry about a car repair, that could easily be $1,500 or more, for a basic type repair. Not to mention the car note, or car insurance.

                    No. Actually, by linking the two together, the intent is to do nothing at all. But, Social Security is completely fixable, and without much increase. But Medicare and Medicaid are Time Bombs, and the ticking clock is down to the last few seconds. Here, read this and get a better grip on the problem:

                    “Nonetheless Social Security is fixable without a large amount of pain. Why? Because it is a progressive tax-based system (you get more back in benefit for the first dollar you pay in via taxes than later ones), it holds a relatively large body of bonds which by design were constructed to allow “pig-in-python” style bursts of baby creation (ala The Boomers) as the designers anticipated that happening (along with “busts” at other times) and the tax rate is, in relative terms, high. Yet last fiscal year Social Security spent $1.03 trillion while Medicare and Medicaid spent $1.46 trillion with approximately $1.15 trillion being Medicare. In other words Medicare assesses taxes at less than 1/4 the rate of Social Security yet pays out more money.

                    Medical spending as a percentage of the national economy has increased by a factor of five since Medicare was put into place. Medical spending was approximately 4% of GDP in the 1960s; at 4% of GDP Medicare was sustainable indefinitely as its tax receipt projections were approximately correct in covering expected expenditures. Medical spending is almost 20% of GDP today, or five times as high in percentage terms. Yet the Medicare tax rate has not advanced at all. It would have to be five times what it is today, and advance at the rate of medical spending generally indefinitely into the future, to be solvent.

                    If is not possible to “catch up” now even if you immediately made the Medicare tax 15%, which would be higher than Social Security, because those who are retired now didn’t pay the higher rate and the bonds were not bought with their funds. As such it is flatly impossible to fix this on a prospective basis through higher taxes. IT CANNOT BE DONE BECAUSE TOO MUCH TIME HAS PASSED WITHOUT DOING IT OVER THE LAST 30 YEARS.

                    Medicaid is even worse because there no tax assessed to cover it. That is, Medicaid is a “pure” entitlement and last year spent approximately $400 billion. You get it because you’re low-income, not because you paid into it while working and now need it. For this reason you cannot fix Medicaid with any sort of targeted, employment-based tax because there isn’t one and the regressive nature of such taxes means people will leave the workforce to avoid paying same and then collect it. In fact that has happened now and continues to this day.”

  12. The End Days don’t have to be all doom and gloom, depends on how one looks at things. Since I’m neither rich nor a Washingtonian, or Washingtawahian, or a Socialist, I’m not at all effected by this, for now. Anyone with a frontal lobe can readily see what the outcome of stupid policies like this will be.

    The rich will leave, taking their business’s with them, so the job market will implode, tax revenue will dry up, taxes on the middle class will then by necessity be raised, and so they will then migrate away, leaving only the politicians, empty revenue coffers, and the poor and homeless. Yeah sure, I want to live in that, who wouldn’t?

    Then the wailing and crocodile tears will begin for Washington, D.C., to help them out with everyone’s tax money in Federal bailouts. California may take a bit longer, but wait for it, it’s coming. It may take a little longer as history has demonstrated the true believer Socialists are always the last to know that their ideology has never succeeded in all of history anywhere, anytime, but the voters will eventually throw the bums out as has happened on a National level this year.

Modern dem madness always has a trickle effect, and as evidenced by this proposal, they are apparently not smart enough to think anything through to its logical conclusion (i.e. in this case, the ‘rich’ will simply leave).

      We are a holistic country even in our independence, and it certainly DOES impact the rest of us indirectly, in myriad ways. They are petulant children, all of them, trying to out-tantrum each other and wreaking havoc on all around them, not unlike how a pissed off toddler might.

  13. Uh, we already have wealth taxes in every single state. They are called “property taxes”, and they are flat taxes, and thus regressive, and hit the poorest, the hardest, just like sales taxes.

    Ideally, we should have wealth taxes, and at a much lower level than 250,000,000 BUT – REALITY.

    The rich will simply move, and the money collected, would be wasted just the same as most other taxes collected.

    1. They hit those that buy a new home or remodel, that’s whom they impact. Property taxes are based upon the property appraisal, they are not a flat tax. A new home in an old neighborhood will be appraised at current market value. The next door neighbor may have lived there before the current real estate boom and purchased at a much lower cost. Your homes may be very comparable yet his tax bill will be $3,000 and yours will be $10,000. It should be a flat mileage rate based on the raw property appraisal, not the house or improvements. It’s another way the bureaucrats take your money to pay themselves at pay levels commensurate to the private sector. It’s theft.

The wealthy of Washington state could just have their official permanent residence in one of the pretty little mountain towns in the Cascade mountains and be only a few hours drive from their estates around Seattle

What this is is a cult, dedicated to enriching itself through political plunder, which preys through wholly contrived issues on the emotional fragility of the ill-informed and the feeble minded. Pick any “issue” – the Germans, by the way, do not have a word for this, their party visions are more “thematic” – but, nothing makes sense. “Stagnated wages,” decades of stagnated wages, how often have we all heard that? Is there any truth here? Those who’ve lived through those decades of working America know absolutely that wages have increased tremendously – twenty times, thirty times, fifty times – while opportunity has absolutely blossomed. Young people today have far more opportunity than the child of the ’60s or ’70s. And this is true of every Democrat “issue” whether we are speaking of equality and inclusion, healthcare, or education (etc) – all wholly contrived, fashioned and couched in the unrealistic and nonsensical without solution, just unending talking points that drag on decade after decade after decade. Very obvious in the 2016 presidential election, by the way, because Hillary was dragging forth political language that had literally grown obsolete in her what, political absence? (How is THAT possible? But it DID occur.) I can’t be the only person who sees this. Even “Black in America” must see this – other than expanded EBT what did Obama do for anyone of color? Victimizing the breadwinner, the “taxpayer,” particularly so given Democrat predilections for wealth and power at all costs (to all others), cannot be the only solution. In fact, a solution that cannot implemented is not a solution, it’s just ransomware – you must “pay me” to help you. That is today’s Democrat party. And a truly sad sad state of affairs.

As much as I loathed Joe Manchin for his vote for the “Inflation Reduction Act” I have to say that him and Kristen Sinema saved our nation with their willingness to stand up to the mob and not end the filibuster. If they had buckled we would have had 5 new Justices on the Supreme Court, two new blue states and the federal takeover of national elections. Fascist pigs like Warren and Bernie would have nationalized the wealth tax, shut down free speech and ended the 2nd Amendment.

    At least now we can let WA and CA have their wealth tax and people can leave, but if they ended the filibuster and the wealth tax arose nationally the NEW Court would have just said it is now constitutional and that would be that.
