
Below is my column in The Hill on the restoration of voting rights for D.C. residents without the need for a constitutional amendment. That path has always been open and has been used before. It is called retrocession. The problem is that Democrats have long opposed the change because it would deny them two additional Senate seats, even though it would give them at least one new House seat.
Here is the column:
The deployment of the National Guard in Washington, D.C. has led to a media and political meltdown. In the New York Times, a column lamented that the military had not revolted against the civilian president.
Even, so, commentators declared a “coup” because the federal government reasserted its constitutional power over the federal district. A Justice Department employee went so far as to scream profanities at federal officers on the street and assault one of them with a submarine sandwich. He was declared a “freedom fighter” against “the Gestapo.”
The utter lunacy of the left was again triggered by Trump with an almost Pavlovian predictability. Trump rang the bell, and suddenly thousands of Democratic leaders began to salivate. In addition to denying a very real crime crisis in the district, Democrats immediately pivoted on the issue to renew unpopular demands for D.C. statehood.
Rep. Jamie Raskin (D-Md.), the top Democrat on the House Judiciary Committee, insisted that this was only happening because “American citizens lack the protections of statehood.”
Ankit Jain echoed that view. Jain occupies a farcical position as “D.C. shadow senator,” an unpaid position in which he pretends to be a member of the U.S. Senate. Jain wrote that “it’s entirely possible that people will die as a result” of the deployment. He insisted that this would not occur in states where democracy governs: “We may not have it in Washington, but if you live in any of the other 50 states, you do.”
Over the years, I have testified five times in the House and Senate to argue for the restoration of full representation for residents in Washington, D.C. Residents could have a governor, two real U.S. senators, a voting representative in the House, a state legislature, and every other trapping of statehood. It needs only to go back whence it came.
D.C. needs to return to Maryland through “retrocession.”
In academic writings, I have advocated for what I called “modified retrocession” where Maryland would take back the land given initially to create what was called “the federal city.”
The Framers did not want the capital under the control of any state, so they created the federal enclave to be under the control of Congress as a whole. Originally, the outlines of the federal city were laid out by none other than George Washington as the surveyor. It was a diamond shape, with territory ceded by both Virginia and Maryland. Within a few decades, Virginians in what is now Arlington County and Alexandria came to regret not having direct representatives and were allowed to retrocede back to their state.
That left the triangle of territory from Maryland. However, Marylanders did not agree with their Virginian counterparts. They liked living in the federal enclave and decided to remain without direct representation.
Congress previously allowed retrocession and could do so again. Under my prior proposal, the federal enclave would be reduced to the small sliver of land upon which our Capitol, Supreme Court, and the White House rest.
It would finally give every Washington resident full representation. Also, in a city notoriously mismanaged for years, D.C. residents would be part of a state that excels in areas like education that could materially improve their positions.
So if the lack of representation is so intolerable, why wouldn’t Washington return to Maryland? It would give every Washington resident a voting representative in the U.S. House, two senators, a governor in a sovereign state, and a state legislature.
The reason is politics at its most cynical and hypocritical.
Democrats only want two senators representing D.C. if it boosts their numbers. It’s not good enough to give them Maryland’s senators. What’s more, Maryland Democrats will not suffer a shift in the center of their state’s political gravity from Baltimore to Washington. Finally, D.C. Democratic leaders are not eager to share power with Maryland Democrats, as they might gain all the trappings of a state.
This is why, for decades, Democrats have settled to leave D.C. voters without direct representation in Congress. They decided it is better to lament the lack of representation on license plates than to give residents such representation through retrocession of the residential sections of D.C. to Maryland.
Polling shows that most Americans still oppose statehood for this one city — a Vatican-like city-state. That is why Democrats are not keen on attempting a new constitutional amendment to change the status of the city. They would rather bewail the lack of direct representation while, ironically, trying to achieve effective statehood without a direct vote of citizens on a constitutional amendment.
The fact is, Trump has every right to deploy the National Guard in Washington and to take over the D.C. police. Those are entirely lawful and constitutional orders. Yet the New York Times appears to have changed its position on the danger of insurrection.
The Times recently ran a bizarre column by former Obama officials Steven Simon and Jonathan Stevenson, “We Used to Think the Military Would Stand Up to Trump. We Were Wrong.” They complain that “it now seems clear to us that the military will not rescue Americans from Mr. Trump’s misuse of the nation’s military capabilities.”
The “rescue” would have meant military personnel disobeying a direct order from the commander-in-chief because they disagreed with the need for the deployment. In fairness to the New York Times, that is not exactly an insurrection — it is more of a mutiny.
What is striking about this debate is how entirely untethered it is from anything that touches upon reality.
Statehood remains easily attainable for Washington, if Democrats would only stop opposing retrocession. Meanwhile, the deployment is clearly constitutional, regardless of how many columns or submarine sandwiches you throw about in another furious fit.
The only thing that is clear is that Washington residents are again being played. They remain political props left stateless because returning them to full representation is not politically advantageous. They are given make-believe “shadow senators” and protest license plates rather than restoring their prior status. As with the debate over crime, few want to discuss how to solve this problem.
Given the opposition of the Democrats, Trump should take the lead and order federal officials to develop a blueprint for retrocession. He should use his office to fully inform the American people, and particularly D.C. residents, of the benefits of returning to Maryland.

I’ll heartily agree with giving most of DC back to the various states-upon one condition. That being that the part that Virginia would gain, along with the northern part of Virginia that’s become DC minor, go to Maryland.
Only Maryland and Virginia transferred territory to the “federal district.” Virginia’s was returned a long time ago.
If Washingtonians wish to have the right to vote then Washington D.C. should honor this vote held in 1826 and have Maryland take them back into the fold.

If Washington D.C. were to become the 51st state then the State of Jefferson should separate from California and become the 52nd state of the Union. And if Puerto Rico join the Union as the 53rd state then the eastern half of Oregon should separate from the western half. Not to join Idaho to form Greater Idaho but to form a state of their own. They can call their new state, East Oregon.
Of course, if the Canadian province of Alberta separate from the rest of Canada and wish to join our Union, they should be allow to. Given how unequal Alberta is treated among their government, I would think they would jump at such an opportunity to do so. Because even though Alberta have close to 5 million people living there, they only get 6 (unelected) senators. While the province of New Brunswick having less than 800,000 people living there, they get 10 (unelected) senators.

It is of course motivated by power first and foremost, as you so rightly pointed out. But right behind that, is money. A new State of DC would have millions of square feet of premium (and occupied) real estate conveyed to it from the Federal government. The new state would commence billing the Federal government market rates for every square ft.. of it – billions annually.
A simple and perfect solution made impossible by the Dems. They can’t be satisfied with an extra House seat–they laughably want statehood and two senators representing a teeny-tiny slice of population and land. They truly belong in Sillyville (a childhood place in a story I used to read to my son–when he was 4).

DC is merely a city, or a handful of neighborhoods — not a state. The demand for the rights of statehood has long been drowned in a form of Woke that precludes all rational discussion, as the issue is little more than religiosity and emotionalism.
Turley’s proposal is the most reasonable: trim the federal district to just a few central federal buildings, and restore the voting rights to DC proper by retrocession with Maryland.
Washington, DC, is 68 square miles. Los Angeles, CA, by contrast, is 469 square miles. I would say it’s patently absurd to even consider making the seat of government its own state, but clearly Democrats are crazy like a fox. They simply need to frame it as making DC its own state is the only possible way to allow the citizens of DC representation, and their voters won’t question it.

If you know the history of Ukraine you would know there are a lot more than two factions in Ukraine, which has been ruled by multiple countries over the centuries. Ukraine was a territory and never a country until August 24, 1991. Many of their politicians and diplomats are in the pay of foreign countries. But that’s another problem.
The eastern provinces are home to a lot of ethnic Russians (but not a majority as often reported) who want to break away and join Russia. They mostly live in enclaves that allowed Ukraine to send missiles in killing many residents.

Other Ethnic Groups: The remaining population includes various ethnic minorities, including Belarusians, Tatars, and others.
This is very unlike Crimea which was fought over for centuries by the Russians and Turks and was part of Russia before Joseph Stalin included Crimea in Ukraine as a purely administrative measure. That means the vote to with Russia was assured.
That is not true with Ukraine, no one knows how the break away republics would vote. The area is rich with natural resources and has much more fertile soil than Russia poor soil. Ukraine is known as the ‘bread basket of Europe’. Both sides covet and want those Oblasts (i.e. state) in their country. That is why a land swap is being suggested. Certain areas would return to Russia and other areas in Russia would be put in Ukraine.
The ethnic problem is not just from years of Russian rule. Stalin purposely manipulated populations by moving whole ethnic populations out of mineral rich areas and replacing them with Great Russian populations to assure loyalty to Russia. As you can see it is not an easily solved problem with just a ‘vote’ and whatever the outcome their will be dissenters with neither side satified. The land swap might actually be a better alternative.

Turley leaves out that the primary reason for VA retrocession was DC’s decision to ban the slave trade. Alexandria had a large slave trade, and its (voting) residents wanted to retain it.
So, politics has unsurprisingly always been the reason for anyone on this issue to want anything.

The DC license plate complains of “taxation without representation.” That slogan, as most on here know, was used by the Colonies to protest England imposing taxes, the revenue from which did not flow back to the Colonies, but went to pay down the debt incurred in the Seven Years’ War (French and Indian War), and to maintain a standing army in North America.
I think someone should look at how the taxes levied on DC residents are spent. One question that seems relevant: how much money flows into the government’s coffers from taxing DC residents, and how much money is then spent on programs and services that benefit DC residents? How do these two amounts compare. If (as I suspect) more money flows in than out, then the District’s reliance on the Colonialists’ slogan is misplaced – at least partially.
You’re probably right, but it really doesn’t matter. If they want representation, move out of DC. I’ve been there, I didn’t see walls keeping the residents locked in.

This was after he stopped US aid to Ukraine and relaxed sanctions against Russia. How laughable it is for Trump to blame Biden for Putin’s invasion of Ukraine when Putin seriously stepped up the attacks against Ukraine when Trump took office–it’s because Putin, a former KGB agent, KNOWS how to manipulateTrump by appealing to that fragile ego. But the facts speak for themselves. The war got much worse when Trump took office, and that IS his fault. All ceding territory to Russia would do is reward Putin for invading Ukraine, and like smarter people know–which is almost everyone other than Trump who lives in his little bubble in which he must believe that he’s a master negotiator–Putin has no intention of honoring any long-term agreement to stop attacking Ukraine. He would, later on, proceed with completely taking over Ukraine and then move on to Poland and then the Baltic countries. He has SAID his goal is to reconstitute USSR. Trump COULD HAVE quietly worked with our NATO allies to get them to increase their own defense spending, but he didn’t—he publicly insulted them and essentially called them deadbeats. And, no U S President has ever publicly insulted our allies like this before. One reason is that Trump is deeply ignorant of world history, the value of the relationships forged over decades with our allies, the mutual respect and assistance that has flowed in both directions and the importance of international diplomacy. It’s always about that ego. His narcissism required him to announce that he had bullied other world leaders into paying more for their defense. He is deeply disliked both here and abroad — his poll numbers keep going down.
So, your solution is to admit Ukraine into NATO?
If our country’s promises and commitments to allies were actually trustworthy, rather than being a big bowl of BS once we no longer desperately want something from them, why would Ukraine EVER need to join NATO – rather than happily reject any offer of membership in NATO?
After all, Ukraine didn’t agree to surrender their 3,000 nukes and their delivery platforms in exchange that, if they were invaded, America would give them some Korean War vintage blankets and rations and then leave them to fight on their own. Or perhaps, at best, some Javelin missiles to replace those long-gone nukes, to again fight on their own.
If America had been credible as being the replacement for those nukes as Ukraine’s deterrence and defense, with the US reliably living up to it’s commitments to protect Ukraine, why would they need NATO? Or the obligation to come fight in defense of NATO nations like America if they were attacked? If the US will actually live up to their promises to protect, why would you ever need other NATO nations like Turkey? (That said, when we were attacked on 9/11, Ukraine who was not attacked was one of the first countries to go into Afghanistan beside us – and then one of the first again when we went into Iraq)
Ukraine has “no cards” as Trump says, because they no longer have those nukes that would have ensured Putin was a good boy, and Putin made a very good bet that that American presidents both Democrat and Republican would renege on the promises made to Ukraine to get them to surrender those nukes they had pointed at the new Russian Federation.
And that’s why we have a war, and that’s why those former Ukraine nukes are now pointed at America as our reward for reneging on our promises, not Putin and the Russian Federation.

Ukraine never had nuclear weapons. The Soviet Union (later Russia) had nuclear weapons on Ukrainian soil. It would be like saying that Wyoming, Nebraska, and Colorado have nuclear weapons; no, the US government has nuclear weapons in those states. Also, the Ukrainians had no ability to keep or maintain the Soviet weapons, or other military assets such as Tu-160 bombers, so they let the Russians take them back. You really don’t have a point here.

Meetings with foreign leaders, esp. opponents, are generally helpful, even if they don’t bring about immediate results. The first step in diplomacy is the refusal to recognize that the “other side” is composed of other human beings. The Eisenhower-Khrushchev (and Nixon-Khrushchev) meetings were helpful in the late 50’s in relaxing tensions b/n the USA and the Soviet Union. We have fools in this country who say that meeting with Putin “normalizes” him. These people are the warmongers.
