My last column explored how the movement for reform after the death of George Floyd is being taken over by the most radical voices among politicians, activists, and commentators. The analogy to the French Revolution seems more and more apt by the hour. Last night, a veto proof majority on the Minneapolis City Counsel vowed to dismantle the Minneapolis Police Department as a “toxic” institution. What was dismissed by many in the media as simply rhetorical is now the official position of the city council of a major city with other such demands being made across the country.
We have been discussing calls for the defunding or dismantling of police departments. Indeed, recently Minneapolis Major Jacob Frey was booed and force to leave a rally when he refused to abolish the police department. The rally speaker and the crowd demanded that there be “no more cops.” To his credit, Frey demurred:
The vote of the city council followed this incredible “walk of shame” of the mayor.
Council President Lisa Bender declared the police department to be “toxic” and insisted that “incremental” measures were no longer acceptable. Nothing less that an effort to “recreate systems of public safety” would be permitted. Council member Alondra Cano agreed that the department was simply not “reformable.”
They were part of a vote of 9 out 12 members in favor of dismantling the police department.
We recently discussed how the new order reached the New York Times when it was forced into a public apology for allowing a conservative column by a United State Senator to be published on it opinion page. Writers still demanded and received the resignation of the opinion page editor, James Bennet. This was over a column in which Sen. Tom Cotton (R, Ark.) wrote about the use of troops to quell the riots, a legal option used repeatedly in history.
While pledging a full investigation and issuing a confession worthy of a reeducation camp, the newspaper had no qualms in publishing a column entitled “No More Money for the Police.” The article Philip V. McHarris and Thenjiwe McHarris said that it was now necessary to “reimagine public safety in ways that shrink and eventually abolish police and prisons.” It included the use of “rapid response social workers” to replace the role of police officers in some cases. That article was deemed entirely appropriate for the pages of the New York Times but not a U.S. Senator discussing one of the most important options being debated in Washington in the midst of violent protests.
The analogy to the French Revolution remains irresistible. The rejection of those seeking “incremental” change is eerily familiar as yesterday’s reformers are denounced as today’s reactionaries. One of the first things that the revolutionaries did was to reinvent French justice and take over the police.The police organization established under Louis XIV in 1667 was dismantled and in 1789, the Revolution created Prefecture of Police which was used as the arm of popular justice so that “The blade of the law should hover over all the guilty.”
Of course, a Prefecture might not appeal to Minneapolis. After all, the organization constructed by Napoleon actually removed local control of the police in favor of control by the Ministry of the Interior. If the Council is looking for a new name, they might want to consider a new name like The Committee of General Security. It worked wonders in France after it took control of the police. Indeed, it works with such uplifting mottos as “To punish the oppressors of humanity is clemency; to forgive them is cruelty.” Maximilien Robespierre
“The Committee of State Security” might work even better. Putin resurrected the old name for Russia’s secret police (Komitet v Gosudarstvannoye Bezopasnosti) and it resumed its old habits.
Leftists, you’ve observed in this very blog, stop worrying about other people’s human rights the minute they seek power.
So, the police will be dismantled. Then, the private companies with militarized police will take hold. Finally, the robotic police will take over in lieu of human police.
Perhaps, the private police will work hand in hand with robotic police.
Robots will not discriminate in who they shoot or how they handle the job.

Candace is a very bright woman who first was a Democrat and then learned how she was being used by the Democrat Party. I am not posting this for Democrats to change parties. George Floyd’s criminal past has no relevance to what’s really the issue here. It’s the treatment he was subjected to that nearly every black American can relate to. Candace is the lone exception in not agreeing to the current narrative. She’s the one who argued before congress that white supremacy wasn’t an issue with minorities. Start looking at the statistics . Take note of how many black police have killed black citizens. Take note how many policemen have been killed compared to the number of non violent blacks that were killed by policemen. There are a few bad apples everywhere. Don’t swallow what you are being sold go look at the numbers yourself. If I am correct listen to Candace again and I think she will provide you some of those numbers. Racism isn’t that high in the US and the US is probably one of the least racist nations in the world. Take note after trillions of dollars have been spent blacks seemingly remain in the same position. Those that reap big rewards for promoting grievance and victimhood are the winners while their fellow blacks are the losers. That money has mostly been in a fashion to keep blacks down instead of raising them up.

Ted, do you think Ben Carson has no merit? How about Thomas Sowell or Clarence Thomas? You probably think they believe in police brutality. Yeah. It makes me wonder if anyone bothered to ask the social workers and EMTs, though from what I understand, the police will still be assigned to violent crimes. I guess the logic is, even if Floyd was arrested for such crimes in the past, the one that got him Killed was not. At least not when they had arrived they showed up.
A friend of mine in the LAPD told me a story relating to their lowering of entrance standards a few years ago in which a young and very petite female cop (who wouldn’t have passed muster before) was simply coldcocked unconscious by the much larger male suspect she was trying to apprehend for a non-violent offense. The suspect simply fled while she was lying on the ground. She had training and was packing heat. What’s a social worker going to do?
Under the new rules, however, Floyd would have indeed simply been released this time. It’s up to all of us to decide what we think about all of this. Who knows? The Minneapolis governor may end up being sued.

Jonathan Turley is overreacting here. The notion that this is “extreme” and using the French Revolution as an example ignores the fact that the Minneapolis police Department has a very long history of problems with abusive cops and racism. Turley leaves out the fact that this department is run on an entirely different principle of a combative adversarial nature. They are running on the premise that every interaction with an individual as a potential threat. Blacks are seen as needing to be dealt with harsher because of who they are.
Previous attempts at police reforms never addressed the problem so dissolving the police department is the most logical place to begin with. The problem is bad enough to require an “extreme” solution. This is merely a consequence to a long running problem that finally reached a breaking point.
Svelaz – it is not like the Minnesota Orchestra where they can fire the entire orchestra and bring in a new one. No one is going to want to work for them. Think about it. Think what the job qualifications are going to be?
Paul, that’s the point. The problem stems from the poor hiring practices and vetting of recruits. They can weed out the problem officers starting anew. If the process involves a more thorough review of who gets rehired based on their records and overhauling policies they can more readily focus on remaking the department.
I’m sure the majority are true professionals, but this being the Minneapolis Police Department which has had a very well documented history of problems with abuse and racism the only recourse left is to start anew. Turley is over exaggerating the level of reform making it look like overkill when in reality it is the most logical and necessary step.

Paul, as you indicate small cities often will have the police department disband and pay the larger city next door for police protection. What should make people wonder is that Minneapolis is the largest city in Minnesota. The state has been under Democratic control for almost 10 years. Svelaz– The first night of the riots in Minneapolis I saw hundreds of young black men and women and even some older ones looting– stealing– from businesses. There probably were some whites in the mob, either Antifa types or others but it was hard to tell because of the hoodies. I saw fires burning out of control. We even learned people had been killed. As long as this kind of criminal behavior is justified as “a consequence to a long running problem” it will continue, not because of any lofty goals but because you can steal a lot of good stuff and get away with it. And anyone who does not tow the party line about it’s all the police’s fault is called a racist. I hope Minneapolis does away with its police force. Honest, that’s not completely true. Everyone “who doesn’t toe the party line” is a racist. That’s an over generalization. There are those who either cannot or don’t want to acknowledge that there is a big problem within the police departments around the country. After years of attempted reforms and no real results, more extreme measures are the logical next step.
Ironically it was the Obama Administration who WAS actually tackling the problem head on with court decrees, that is until. AG Jeff sessions stopped it. It was actually producing results and many police unions didn’t like it because they were holding on to the culture of “protecting their own” even if abuses and systemic racism were part of it.

There is some truth in that, but why is it that most of the police departments around the coutry with big problems are in cities run almost exclusively by Democrats?

Big cities are also where most of the jobs are so naturally there are more people and more problems associated with that. That’s not a correlation to why bigger cities have problems. What you are finding is that the worst problems seem to occur in the cities that have been run by LIberals for years. In Minneapolis they have had a Liberal mayor for 60 or more years.

We have seen how a lot of crazy Democrats have been approaching their jobs in the recent timeframe and they are doing great harm. [Just so you know I don’t like either party. I was registered as a Democrat for most of my life. I voted mostly independently though in earlier years leaned toward the Democrats, but Democrats were more sensible at that time and I was too busy to dig deeper.]

It’s also a reflection on police culture. When police departments have members who continually get away with abuses and they are not held to account they bear responsibility for the behavior not the city leadership.

You want to blame it on the police but after 60 years of Democrat rule they have had many generations of police officers. They control hiring and firing. And have any of these council members considered how to manage the end of the honeymoon after they sack the police? If they elect to merge the city police with another department they would get the same officers on the street, since they would be covered by civil service protections under law. ( or are they permitted to do this since they are a class 1 city) Or they would have to contract with the county (most likely) and what is to say the sheriff won’t look at this as a unwholesome proposal and give them a price quote far and above what the city would be willing to pay just to make the matter go away. (I’ve seen this happen before).
Are they going to just waive a magic wand and banish the police deparment personnel to Arcadia? How are they going to make the statutory mandate to police the city.

I have posted here before that there are like 70,000 gang members in Chicago, and with all the social apps, they now have the ability to strike the burbs. There, and I am sure in Minneapolis and elsewhere.
I doubt that they will directly attack people’s homes for two reasons:
1. Homeowners are likely to shoot back, with more firepower than them. Because it is their home, and not just a business.
2. It is more profitable to loot Target and WalMart in the burbs than Bob and Betty Smith’s mcmansion. More merchandise and better selection. Who want’s Mr. Smith’s used wingtips when you can get your very own new ones in your size.

It is not “mine” per se. I have a ton of indoor cats, and about 3 to 4 strays I feed.One of them is a real love bunny, but she does not like being inside. She is a stray, but not feral by any means. Half the neighborhood thinks I am a dyke, because I wear black a lot, and sit outside wearing a fedora and smoking my pipe and playing with the cat. Plus, hardly any men come here unless it is one of Penelope’s boyfriend’s du jour.

This is the time to start an armed security company in Minneapolis. I live here. Drove through the Lake St. area. Much worse seeing it in person. Businesses just south and north of that area have BLM and/or Minority Owned signs. Some were spared, some not. Drug stores, liquor stores, convenience stores[cigs] were hit the hardest.
Nick….wow….how depressing. We’re sad this morning because the toddler thugs of color spray painted the monuments on our pretty courthouse lawn. We’re just a small picturesque town where everybody gets along. But the thugs have to soil our nest, because they’ve soiled theirs, (which even animals won’t do) so why should we have a nice place to live? We’re being punished because our community is a happy place where we do all get along.The toddler thugs ruin everything they touch.

Paul, no, vandalism is vandalism. But if you insist on attaching that meaning as “thuggish” then we should revise our history books to say a bunch of thugs started the Boston tea party protest. Right? Don’t we revile their “protest” as patriotic?

Paul, the point is they were characterized as heroes. Not as vandals and thugs. It is a moment that is seen as source of pride despite the fact that they destroyed property AND disrupted commerce. They were the antifa of their time.

Svelaz, if you are going to compare the two acts then I have to ask you a question did the thugs in Minneapolis offer to pay for the destroyed tea? I don’t think so.
On the one hand you had pure thuggery where the one’s vandalizing and looting didn’t stand up for any principles. They looted and gained from their actions harming their fellow citizens that lived under the same conditions they lived. I don’t think you can say the same about the Boston Tea Party. Would you like to try?
Allan, the vandalism and “”thuggery” was the result of a protest and can be deemed a form of protest. The Boston tea party is always characterized as a protest against taxation. It still involved destruction of property and disrupting commerce. They have always been “protesters” instead of vandals and thugs.
What happened in Minneapolis the vandalism and looting IS also a protest. Now I’m not saying all of it is justified, but it is still a form of protest just as a the Boston tea party event is seen as such.

Svelaz, you have got things backwards. Those on the radical left were looking for an event that could gain steam and they could get behind. They found it in George Floyd. They rallied normally peaceful protesters so we had masses of violent people mixed with a lot of people that like the idea of standing up behind a movement even when they don’t know what the movement is. Enough movement was generated and the radicals pushed some violence promoting looters and we got what they wanted. Destroyed neighborhoods mostly in black areas where a lot of poorer people lost their businesses and jobs along with everyone losing the ability to shop locally. The dumb left politicians say don’t worry they have insurance and it will cover their losses. Many don’t have insurance and now the premiums will climb so no one will be able to carry it. in a year or two there will be complaints that no one wants to build a grocery store in the area. (Who can afford the costs created by the left and who can buy the insurance?) They will see higher prices for goods and the grievance and victimhood committees will say it is caused by white racism. Those that make millions off of such grievances will stir up more racial hatred until the next George Floyd shows up. That is what you are supporting.

Svelaz, I don’t think The Boston Tea Party had wide support and it was an act many frowned upon. It remained focussed and didn’t degenerate into mob action. In fact a group of people offered to pay back the costs of the lost tea and that was not accepted by the British. I really can’t see much similarity between the two but apparently many have been poorly taught by leftists who teach dogma not history. That is why many leftists don’t understand the tremendous difference between the American Revolution leading to a Constitutional Republic and the French Revolution that led to the guillotine and dictatorship.

That is where you go wrong. Nothing wrong with protest but as soon as vandalism and looting occur it is not longer a protest and real protesters know that. They do not want destruction or people killed so they take a step back. The vandals and the looters out in the open can quickly be managed and jailed if necessary. If you wish to mix with the violent ones then accept the fact that you have to be considered violent yourself.
I’ve been on marches facing the police.The leaders of those protests kept telling the people to not physically oppose the police. I even watched the radical left also marching encouraging young naive kids to act out hoping the police would bash the kids head in for a good photo op. They would even have preferred for the kid to die. You could see the lines of division trying to stop such action by the radical left.
What’s racist about it??? It is simply the truth. Why don’t you define “racism” for us, so we can understand what has your panties in a wad.

If the term racism needs to be explained to you then you wouldn’t be one to get it. Being tone deaf is a poor excuse.
Claiming racism and claiming victimhood are most frequently used to obtain some type of tangible benefit. That doesn’t mean that racism doesn’t exist, it does, but not to the extent claimed by the rich leaders that use racism and victimhood in their fundraising campaigns.
