We have previously discussed (here and here and here and here) the push for reparations in California that has been touted by California Gov. Gavin Newsom and Democrats for years. After the Democrats campaigned on the issue in past elections, I wrote a column about how this bill had come due after years of delay for study and recommendations. The legislature, however, just stamped the bill “return to sender” and shelved the two reparations bills with the reported support of Newsom. The reaction is not surprising that there has been a bait-and-switch by Democrats on the issue.
Last week, the California legislature did approve proposals allowing for the return of land or compensation to families whose property was unjustly seized by the government, and issuing a formal apology for laws and practices that have harmed Black people. However, the two bills to establish a fund for reparation payments – Senate Bills 1403 and 1331 – were tabled.
State Sen. Steven Bradford blamed Democratic California Gov. Gavin Newsom for the result, stating that the governor made clear that he would veto them.
Newsom signed a $297.9 billion budget in June that included up to $12 million for reparations legislation. However, that is a drop in the bucket given the billions demanded and it is not clear how the money will be spent.
Adding to the anger is the fact that the legislature approved a bill to allow undocumented persons to receive no-interest loans of up to $150,000 to cover down payments on new homes.
It is now unclear what will happen next, though sponsors are saying that they will continue to push for legislation green lighting reparation payments.
Some congressional Democrats have pushed for similar federal reparations and passed a bill out of the House Judiciary Committee in 2021 that failed to receive a floor vote. BET founder Robert Johnson has called for $14 trillion in federal reparations.
As discussed earlier, there are a host of legal and practical questions over the reparation payments that will have to be resolved. Even with passage, the bills would likely face constitutional challenges.

Some previously impoverished Native tribes are now financially successful due to their well-run casinos, restaurants and hotels. Perhaps the government should allow blacks to operate their own casinos and see how it turns out…..Then they would have their reparations and if they can’t compete against the Tribal casinos, they’ll have no one to blame.
What about the Blacks who served in the Confederate Army and Navy, whether volunteers or conscripts, should they also get reparations?

Do reparations cover true descendants of slaves like Justice Thomas? Or are they including Birdbrain Harris, whose father came to the US as an adult scholar and whose family were slave holders in Jamaica, or Obama whose father also came to the US from Kenya on scholarship, knocked up his mother, then split, or Ilhan Omar who came to the US as a refugee but is African? I’m sure they don’t mean Justice Thomas should receive reparations (and he’d probably refuse, anyway). BTW, California never had slavery.

Dear Mr. Turley, I have an idea for Mr. Johnson: why doesn’t he start the payments out of his own pocket? He is very, very well to do and by doing so, he would put his money where his mouth is. My family had nothing to do with slavery as they hadn’t come over to the States until the latter part of the 19th century. Why should I, my children and future grandchildren be stuck with this bill? My ancestors were God-fearing Christian farmers and would have never supported slavery in the first place. They owned nothing and very well understood a system that kept them poor.
I want to know when California and the Feds will address the inequity for all ethnicities that faced difficulty in the new America? Asians, the various European immigrants that were discriminated against relentlessly, and any other non-pilgrim arrivals! Who do we ask for a study and then scream until we get attention? Perhaps Europe can follow our lead and offer reparations for the enslaved over the thousands of years they benefited? Next stop – suing the Middle East for its enslaved atrocities – we can put claims against their oil reserves, right? Sarcastic yes but not all history can be corrected. It can certainly be a lesson to future generations to never repeat such horrors and then we get on with life!
Perhaps we can use the salaries of black NBA and NFL players to cover the reparations.
