“In the Spirit of Your Loyalty”: LA Citycouncil Member Asks Police to Warn Citizens of Federal Operations

There was an extraordinary moment this week in Los Angeles where  City Councilmember Imelda Padilla asked LAPD Chief Jim McDonnell to monitor and warn citizens whenever the federal authorities are conducting an operation or seeking to make an arrest. Padilla asked McDonnell if they could use “AI” and other means to give immigrants a heads up to allow them to oppose or evade federal law enforcement. McDonnell gently explained that Padilla was asking him to commit a crime.

In the June 10th council meeting, Padilla challenged McDonnell to be innovative and “find a creative way” to tip off the immigrant community. In the face of a clearly dumbfounded chief of police, Padilla explained that he needed to act “in the spirit of your loyalty to the city of Los Angeles.”

McDonnell delivered a measured response in the tone of an officer attempting to talk down a jumper from a tenth floor window ledge: “You’re asking me to warn you about an enforcement action being taken by another agency before it happens? We can’t do that.”

Padilla shot back: “why not!”

McDonnell keep his “I-know-you-are-upset-but jumping-will-not-help-the-situation” voice: “That would be completely inappropriate and illegal. That would be obstruction of justice. You might want to talk to the city attorney about that.”

Yet, that moment of sanity only seemed to irritate other residents of this insane asylum. City Council President Marqueece Harris-Dawson warned McDonnell that he should not refer to U.S. Immigration and Customs Enforcement as “law enforcement partners”:

“If we know somebody is coming here to do warrant-less abductions of the residents of this city, those are not our partners. I don’t care what badge they have on or whose orders they’re under. They’re not our partners.”

Just to be clear, what the council member was asking would be a crime under both state and federal law. California Penal Code Section 148(a) states that obstructing, delaying, or interfering with a peace officer in the performance of their duties is a crime. Notably, Wisconsin Judge Lynn Adelman was just charged with obstruction and facilitating the escape of an illegal immigrant in assisting an individual to evade ICE.

The exchange captures the growing view that opponents to the Trump Administration are entitled to use any means necessary to oppose immigration enforcement and other policies. It is fueling the rage and the sense of license to commit even criminal acts for a higher cause.

    1. It’s about money. They’ve looted and burned. Fudge the law a little is crime. Just like mostly peaceful is to warm people to the idea of crime. The Constitution specifically says peaceful. That’s not mostly peaceful. Not removing freedom of speech at all but reigning in assembly. Two different issues.

      A moratorium on all protests should have been called by every mayor long ago. The cost to LA and California in graffiti and clean up from this is major.

Miracles do not happen in California; everything good seems to have forsaken that state, double time. And I say this as someone whose father was a native Angelino many years ago.

      What are you going to do when their mayor is a silver-spooned, lifelong, card carrying, and groomed Marxist from her teen years onward? How this is supposed to be compatible with our free Republic is anyone’s guess.

    1. For context–the line “He ain’t heavy, Father, he’s m’ brother” came from Father Flanagan, the founder of Boy’s Town, who saw a young boy carrying a smaller boy on his back. The smaller boy was a polio victim who wore heavy leg braces that made it difficult for him to get around. From the Boy’s Town website:

I once had a Work Permit for the United Kingdom….employer had to jump through legal hoops to prove to the UK Home Office (think ICE) that I was not taking the job of a British Person and it was only good for a finite period of time…and I had to have a UK Professional License requiring complex testing and skills.

    Making beds and picking lettuce do not require that level of expertise, training, and testing.

    What say Congress get off its collective hind ends and enact legislation, say…by end of next week….and set up a Work Permit System for Non-Residents/Non-Citizens and resolve a huge problem literally in a week?

    Never mind the back and forth and finger pointing and silly posturing…..solve a problem for just once and do right by everyone concerned?

  17. The L.A. chief of police clearly stated that the police are being overwhelmed. Yet, politicians in California say that the National Guard was not needed to maintain order. Now the California politicians are telling the police to break the law. Calling for tipping off the ICE raids so they can’t arrest the drug dealers, child rapist, drug dealers, murderers and wife beaters is such a noble cause. We should thank the heavens that they are coming to the defense of these upstanding non citizens of our nation. When they tell you who they are believe them.

Farms across America are being shut down! Exactly what percentage of farm workers are “dozens”. The average annual employment of hired workers in US agriculture is around 1.5 million. Wow, “dozens” out of 1.5 million. The Times, MSNBC and Anonymous on this blog spend most of their time making mountains out of mole hills. Psst. Don’t tell them that the American people have come to understand what they are doing.       And also the directive from an ICE official to halt ALL worksite enforcement investigations.
      Tatum King, a senior ICE official, sent out the following email:
      “Effective today, please hold on all work site enforcement investigations/operations on agriculture (including aquaculture and meat packing plants), restaurants and operating hotels,”

      Clearly the directive is to halt ALL enforcement at farms, meat packing plants, restaurants and hotels.

      This covers hundreds of thousands, perhaps millions of workers in many industries where the employers have voted for Trump.
      What part of this do you not understand??????

      Your attempts to minimize this as a “few dozen workers” on a farm somewhere is patently absurd.

      This is complete and utter hypocrisy.
