“Lies, Damned Lies, and Statistics”: Trump Takeover Renews Questions Over D.C. Crime Data

Washington, D.C. is a city that has long spun statistics to the point that they become more fable than fact. It reaffirms the famous view that there are “lies, damned lies, and statistics.” The line is the perfect warning to the unwary about politicians citing statistics. The quote itself is widely misrepresented as the work of Mark Twain or British Prime Minister Benjamin Disraeli, so it seems nothing can be trusted when it comes to statistics, not even quotes on statistics.

That question is again at the heart of a debate following the announcement of President Donald Trump that he would be sending the National Guard into Washington and taking temporary control of the D.C. police. In response, Mayor Muriel Bowser and other democrats denounced the plan and claimed that violent crime is at a 30-year low after dropping by 26% so far in 2025.

However, those statistics were recently challenged after a scandal involving allegations of suppressing crime reports to artificially reduce crime rate statistics. The media is reporting the reduction claim despite only recently questioning those statistics.

The MPD in July suspended Michael Pulliam, police commander for the Adams Morgan neighborhood, for allegedly manipulating crime numbers.  D.C. Fraternal Order of Police chairman Gregg Pemberton accused police officials of pressuring  officers to falsify statistics to reduce crime rates:

“When our members respond to the scene of a felony offense where there is a victim reporting that a felony occurred, inevitably there will be a lieutenant or a captain that will show up on that scene and direct those members to take a report for a lesser offense. So, instead of taking a report for a shooting or a stabbing or a carjacking, they will order that officer to take a report for a theft or an injured person to the hospital or a felony assault, which is not the same type of classification.”

Pemberton said that the MPD’s statistics were “preposterous… There’s absolutely no way crime could be down 28%. Last year, they suggested that it went down 34%.”

Even accepting some of these statistics, it is hardly anything to celebrate. For example, Washington, DC’s 2024 murder rate  was 27.54 per 100,00 people. That is higher than cities like Bogota (15.1), Mexico City (10.6), Islamabad (9.2), and Lima (7.6). It is astronomical when compared to the capitals of close allies like Paris (1.64), London (1.1), and Madrid (0.96).

There are good-faith reasons to oppose this move. I am not convinced that the National Guard deployment is warranted or likely to have a meaningful impact on crime. However, President Trump is within his rights to order the deployment. He may also take temporary control of the police and can notify Congress if he wants to extend that period to 30 days. D.C. is a federal enclave and is thus different from other cities. There is no governor involved in such orders in Washington, which remain under the jurisdiction of the federal government.

What is also clear is that crime remains very high in this city and the reliability of the D.C. crime statistics can be legitimately questioned as we look for solutions for public safety.

  1. I saw that Queen Hillary tweeted out about Trump’s unhinged behavior and crime in DC was at a 30 year low. If crime is truly down, it’s because the Clintons now operate out of New York. Hillary and Bill have some serious explaining coming up and I think Hillary is going to prison. The unmitigated gall of this woman is astounding, justice is long overdue.

  2. Turley forgot to mention that Congress cut funding to DC. Congress controls how much money DC gets. DC also has so many police departments that are funded by Congress whose cuts clearly affect how efffective they can be. Trump isn’t going to blame congress because it’s more effective to blame the mayor who has little authority over the funding and rulemaking for the city.

  4. To those fighting over and lying about statistics – I would suggest reading Adam Smith’s opus – “The Wealth of Nations”

    Smith fathered modern economics in an era when Government statistics were almost non-existant – yet he managed to find creative ways and sources of information to measure the economies of the great powers of the world for the 250 years that preceding. And using that information established the laws of economics that govern us today.

    Anyone capable of more than first order thinking can establish with small effort the credibility of most any statistic.

    ATS below claims that it matters that DC is just the core urban center of a much larger Metropolitan area.

    Interesting argument – and if the ONLY thing that we were measuring was the murder RATE it would has some meaning.

    But the issue is NOT precisely how many murders per 100,000 people are taking place in DC vs London.

    But how Safe is DC. The 700K urban core of DC has Twice the number of murders of the 15 times larger London Metropolitan region. Maybe there are very small parts of Urban london that have a higher murder rate than DC – but there is no 700K portion of London that has double the total murders of the entire london metro area – put simply – ATS’s argument might not be literally false, Put it is absolutely DECEPTIVE.

    Further the innumeracy of ATS’s argument was trivial to prove with a few minutes of googling.

    It is not Turley that has the fact check problem,

    It is ATS that is looking through the wrong end of a telescope hoping to see the entire universe. Politicians can play games with numbers for a LITTLE BIT – but reality can not be denied.

    Biden and Harris lost in 2024 for many reasons – but among the most important was that people simply did not beleive their claims about how great their economy was. Biden and Harris had all kinds of numbers – but tge overwhelming majority of people did NOT see that great economy in their daily lives and voted accordingly.

    You can not fool all the people all the time.

    Trump has already won the battle of statistics – not because we know he is right – or wrong about recent jobs numbers or DC crime statistics. But because we KNOW that those providing us with statistics have been lying for atleast 4 years.

    Again back to Adam Smith.

    There is ALWAYS an independent way to do a reality check on official statistics – atleast in the long run.

Adam Smith didn’t have the luxury of having more detailed data which means he was left with making a lot of assumptions that could not be independently verified. His economic statistics were determined by his authority instead of data. Nobody would question or challenge it because ther would be literally almost no challengers to his statistics.

  5. Comparing DC’s crime rate to other cities is difficult because DC is entirely urban. The suburban parts of the city are in VA and MD and are not included in the calculation, but these are definitely included in the calculation of cities like London, which have significant sprawl. Obviously, there is a inverse correlation with the financial means of a neighborhood’s residents and its crime rate. So, comparing DC to other cities arbitrarily cuts off its lowest crime areas. The DC metro area is 6.3 million residents, but the crime statistics are only looking at the 700K within the District.

    The London’s Metropolitan Police District includes most of Greater London. Completely apples and oranges. So who is the one spouting “lies, damned lies, and statistics”?

    1. Before Trump took office there were very serious uestions about BLS statistics – trying to blame Trump for dubious statistics that predate him is stupid.

      Officially – during the Biden administration there were TWO downward adjustments to the jobs numbers that occured many months later that were over half a million each – NOW there is a credible claim that BLS overcounted jobs during the Biden administration by ANOTHER 1.5M – I could care less about What Trump says about the June numbers, the FACT is that we can not Trust BLS.

      BTW the crime reporting scandal in DC is NOT the only one – the FBI during the Biden Administration was reporting crime numbers completely at odds with every other source of data we have on Crime. The FBI had crime going down, while the National Crime Victims Survey had it going up. But we have sources other than the NCVS that indicate it was going up – mark I eyeballs, as well as newspaper reporting and crime databases kept by the news – such as the Washington Post or by researchers.

      Again – none of this has anything to do with Trump.

      Of course none of it shoudl surprise – story after story today is about how those in government, democrats, the left, the deep state, the media have lied to us – about the Colusion delusion, about the Biden Crime family, about the Trump/Zelensky call, about pretty much everything regarding covid, and on and on and on.

      Why should we beleive that those who think governments – including our own, mass censoring social media for political purposes is perfectly OK would not also fudge job numbers and crime numbers and pretty much all statistics.

    2. Democrats thought it was absolutely critical to keep the National Guard in DC for months after January 6th.

      Regardless your legal claims are dubious – and to a large extent irrelevant.

      You keep BADLY citing federal law – at a time we have a republican house and a republican sentate.

      They could repeal Posse Comitatas if they wanted, The certainly can modify a rider on an approriations measure – that is if you were actually right about the limits of the presidents power over the national guard.

      I am with Turley that the NG is a poor choice for solving DC crime problems – but that uestion is independent of whether they can be deployed to do so lawfully.

      So far the claims of the left that a governors permission is necescary are going down in flames – even in the peoples republic of California.

      Of course none of that applies to DC – The “Governor” of DC is Donald J Trump. DC is FEDERAL.
      Again something that should be changed – Nearly all of DC should be returned to the States it was carved out of.
      There is no sane reason for the federal government to be responsible for administering more than The Mall, the Capitol, the Pentafgon and the Whitehouse and maybe a very limited additional acreage in DC. DC is a city – it should be part of Maryland.
      The parts of the capital district that are not strictly part of that city – should be returned to Maryland and Virginia – a significant portion of DC was returned to virginia long ago – that was a wise decision.

      None of the above alters the fact that DC has a crime problem – it has that problem – even if the fraudulent crime statistics are magically right.

      While I do not personally think that the federal government or the president or the national guard are the solution to the crime problem – not in DC, not anywhere else in the US. And in fact, historically federal involvement in local crime – by both democrats and republicans at a federal level has been a massive failure and waste of money.

      I do not want to “defund the police” – but I absolutely want the federal government AND Federal money OUT of local law enforcement.

      While I think Democrats have done an abysmal job of dealing with Crime in US cities – something that ACTUALLY is the role of local democratic governments, it is STILL their job – not the presidents, not congresses, not the federal governments.

      Trump is looking to capitalize on the failure of democrats at a local level to deal with crime – and that is a very powerful political message – Trump merely engaging with democrats over the issue and TRYING to do something about it
      Not only appeals to why suburbanites – but to a significant portion of minorities in US cities.

      The left does not seem to grasp that just as much as minorities do NOT want singled out by law enforcement for their race,
      They also want to live in safe communities – just like those white suburbanites.

      I doubt Trump can make a dent in urban crime – not in DC not elsewhere.

      But he is AGAIN moving on another 80/20 issue that democrats are on the wrong side of.

      Trump’s claims regarding the causes of crime are simplistic and at best partly right.

      But he is right about one thing – Crime is a very serious problem – it is also the MOST important legitimate role of government,
      And inarguably democrat controlled cities have FAILED to control crime to the detriment of those who live there.

      Trump and the National Guard are not going to fix anything in 30 days – but Trump is doing to democrats what they have done all along. Trump is showing that he CARES about a problem – he is DOING something about it – even if what he is doing is a bad idea that is not going to work – that is true of nearly every left wing program – and democrats get credit for Caring – even if they just make things worse.

      Democrats should be very scared – that Trump will steal their emotional appeal, and worse still – that their might even be a small improvement.

      Regardless, Trump may not succeed in reducing DC crime – but he is succeeding in getting credit for trying, and he is succeeding in getting Democrats to take the 20 side of another 80/20 issue.
