Mayor Brandon Johnson has long been as popular as Ebola in Chicago, a politician who has continued to spend wildly while virtually chasing businesses from the city. Johnson was brought to power with the support of the Chicago Teacher’s Union (CTU) and proceeded to approve bloated contracts and pensions demanded by the CTU. Now, both Johnson and CTU have lost a fight to secure a $200 million loan to avoid the need to reduce the budget or staff. A bill has come due, and Johnson is claiming that the criticism by some of his closest allies is due to racism.
Johnson fired the head of the school board and packed the board with his allies in order to secure the loan. However, in the end, his allies could not sign off on what would be a disastrous short-term, high-rate loan to plug the hole in the budget.
Chicago politicians have repeatedly yielded to the CTU on massive pension deals to secure the union’s support and contributions in elections. The pensions have triggered financial crises for years. Johnson’s solution was familiar: just borrow more money at ruinous rates to kick the can down the road. In the meantime, the public schools (despite a $10.2 billion budget) continue to fail students, particularly minority and poor students, in a system producing dismal performance and proficiency levels.
The $10.2 billion budget, approved by 12 of 20 board members, closes a $734 million deficit but does not include a loan, which the mayor’s office sought to cover the pension payment and other unexpected shortfalls.
After the pandemic, money from the Biden Administration ran out, and Johnson actually had to balance the books. That would have involved confronting the CPS staff and the powerful union. Instead, Johnson wanted to sign off on another loan. When the former head of the board floated cutting back on the budget and staff, Johnson and the CTU forced him out.
Even the CPS staff was raising alarms over Johnson’s new math approach to loans. They noted that this loan would be signed without any promise of future revenue. In other words, it would just push the CPS and city closer to insolvency through “crisis borrowing.” The result would be a cascading failure, with expected credit downgrades, despite the fact that CPS bonds are already rated at junk status due to past overborrowing to plug budget gaps.
Johnson, however, thinks that money magically appears with loans and that he can simply continue to borrow his way out of any budget shortfall.
It was too much even for the city council, which has approved overspending for years.
Johnson responded in signature fashion and accused his own allies, many of whom are minorities, of effective racism: “When you put a Black man in charge of a city, all of a sudden everybody wants to be an accountant.”
Of course, one does not have to be an accountant to see that borrowing almost a quarter of a billion dollars for a system near bankruptcy is irrational, especially when it involves a high-rate loan with no revenue stream to support the added burden. It is like a citizen spending wildly on a credit card without any means to pay the principal, let alone the interest. The difference is that Johnson is risking insolvency for an entire city, suppressing creditworthiness and increasing the costs of future loans.
CPS itself teaches personal finance subjects to students, though it is so heavily laden with jargon that it is hard to tell it from a social studies class. The course description on “educating for equity” seems geared more to balancing societal shortcomings than personal budgets:
“Financial Education begins with students’ identities and memberships in our communities, extends into disciplinary inquiry-based, culturally sustaining instruction that educates for broad economic inclusion, mobility, critical examination of existing systems, and financially secure individuals and communities.”
In the meantime, Chicago is now facing a $1.15 billion shortfall and Johnson is calling for increasing taxes on the wealthy and businesses despite the fact that Chicago is losing both businesses and residents. The incoming citizens are largely immigrants, including undocumented immigrants, in the sanctuary city. That has driven expenditures even higher for the city while it loses businesses and residents needed for its tax base.
As a Chicagoan, I have no illusions about the city politics. There has never been reasonable fiscal policies in the city in my lifetime. However, Johnson has moved from the dismissive to delusional in ignoring the economic realities growing in the city.

I don’t think that can be disputed anymore. I was born in a very small town that has grown, but is still quite small in relative terms (less than 200,000), but is bluer than blue could be. Relatives there tell me some people are simply openly identifying as communist now. This did not go away in the McCarthy era or the fall of the Iron Curtain, and Jimmy Hoffa would be jealous of the unions today.
We got a reprieve last November, and we had better hold onto it and push it forward, no matter the backlash. The rest of the Western world is going to take some time to come around, and I hope it isn’t before things go totally sideways for them. No one under 40 in 2025 would have any idea what I am even talking about, and that too, is something we are going to have to address, eventually.

Oh, and PS – not a popular opinion around here, but ‘school choice’: the teachers at privates and charters were trained the same as the teachers anywhere else, I do not understand why anyone thinks that is some kind of panacea, or why they would imagine there is some special, other, place private/charter teachers get their training. Or that those institutions also exist for profit. They go to the same schools, and are just as naive and susceptible. The building kids go to and who funds them are really, really, not the issue. Vouchers will not solve this, not by a long shot. There is almost no such thing as ‘school choice’ in 2025 – it almost does not exist. They all come from the same factory, and they all have the same settings. Universities are where we should be looking, and IMO, modern parenting, but virtually no one wants to do that. 🤷🏻♂️

*. I took a bit of time peruse the Chicago union contract. Beginning teachers earn approx 21.00 dollars per hour. Half drop out within 5 years. Contract hours are approx 7.5 hours, 30 min lunch, hall duty, bus duty, years and cafeteria duty etc. Direct teaching approx 7 hours per day. 30 clients aka pupils. After school grading, preparation for following day, logs for areas per pupil teach, working, reinforce, mastery level and enrichment. Copy ink stains from machines that break down. Attendance logs and daily plans.
Another 7 hours for 14 hour workday. Whats needed? Laptops with material CDs per pupil correlated with texts, full time secretary and roaming computer tech per classroom, all non direct teaching duties by aides, discipline policy followed by admin without exception.
Bout it. 21 dollars per hour and the only people without a secretary.

While you are correct that the Founders believed that our some rights come from natural law, that does not mean that those rights come from a particular religion’s God. This is one problem with Barnes’ testimony, and his citation to Rubio (which was the event that led to Kaine’s response). Barnes quoted Rubio in saying “[O]ur rights come from God our Creator – not from our laws, not from our governments.” Barnes then said “We are a nation of individuals, each made in the image of God.”
The suggestion here is that our natural rights stem from a Christian God, and this was even more explicit when Speaker Johnson was confirmed. However, our Founders’ word choice is pretty important here. No references to the “Lord” or the Bible. The Founders were heavily influenced by Deism and broader Enlightenment ideas, like John Locke, rather than being exclusively rooted in specific Christian theology. The intentional use of “Nature’s God” and “our Creator” are examples.
The concept of natural law actually predates Christianity entirely. Aristotle is generally considered the father of natural law.
While it would be incorrect for Kaine to suggest that all our rights are created by law (which he didn’t see below), it is also wrong to suggest that all of our rights are natural rights, as well. Legal rights, such as those created in statutes, are absolutely created by law/government.
You misunderstood Barnes – he did not say that “unalienable rights” come from God, he actually said all of our rights come from God. This is an extremely important difference, and I believe the one that Kaine was trying to address.
Finally, you also misquote Kaine because he never actually said that ALL rights are legal rights rather than natural rights.
If you are going to attack Kaine, you should make sure to provide adequate context. It is absolutely concerning that Barnes thinks that all rights come from God. As that would – indeed – be a theocracy.

He didn’t say “Christian God.” The Declaration doesn’t say “Christian God.” Kaine didn’t say he objected to the Christian God, but to the idea that rights “come from the Creator” – the very same words as the Declaration of Independence. He said “that’s what the Iranian government believes.” Just think about how backwards that statement is. Iran doesn’t believe people have unalienable rights, because if it really believed that, it would respect and secure those rights. It doesn’t. Kaine is completely backwards. John, you are asking a good question, but its focus is narrow. I have a residence in Midtown Manhattan in a classy building, so the financial health of the city is of utmost importance to me. NYC was heading toward bankruptcy in the mid-1970s, so I ask myself what happened in NYC that permitted it to survive and continue to survive, despite some of the miserable leadership we have seen since.
If we compare Chicago to NYC, we can see some glaring differences that solved NYC’s potential bankruptcy crisis. I will summarize a few points.
1) Pragmatism
2) Non-partisanship: governors Carey (D) and Pataki (R); mayors Koch (D) and Giuliani. There are more, but I wanted to demonstrate different political leaders.
3) State action: The state forced the city to live within its budget.
4) Maintenance of credit: NYC ranges at the A level; Chicago, B.
None of these things will mean much to the Democrats on this blog. We need to go beyond their scope to adequately address the problems we face.
