The Windy City: Chicago Mayor Johnson Puts “ICE on Notice” … of Meaningless Gesture

I have long been a critic of Chicago Mayor Brandon Johnson, who has been a disaster for my home city. From moronic proposed taxes to racist comments, Johnson has brought some of the greatest devastation to the city since the Great Fire. Deeply unpopular, he often uses race-baiting commentary or gimmicks to distract voters. The latest is his chest-pounding press conference where he declared “we are putting ICE on notice in our city.”  The threat was that he was ordering the Chicago Police Department to move against ICE in the city. However, even a cursory examination reveals that, as before, there is less than meets the eye in Johnson’s theatrics.

Democratic leaders have jumped the shark on ICE and are now trying to outdo each other with increasingly reckless rhetoric. Gov. Tim Walz declared last week that this was now a “Fort Sumter” moment, alluding to a new civil war. Philadelphia District Attorney Larry Krasner promised to “hunt down” ICE officers like “Nazis.”

Rep. Eric Swalwell has promised, if elected governor, he will take away the driver’s licenses of ICE officers and bar them from employment in the state. It is hard to see what else he can promise to take away other than cable and WiFi.

Johnson is not to be out-yelled on this or any other subject.

He signed an executive order Saturday laying the groundwork for the city to investigate and seek prosecution of federal law enforcement officers.

The order, titled “ICE On Notice,” directs members of the Chicago Police Department (CPD) to document alleged illegal activity by federal immigration agents and refer evidence of felony violations to the Cook County State’s Attorney’s Office for possible prosecution.

He declared that “with today’s order, we are putting ICE on notice in our city. Chicago will not sit idly by while Trump floods federal agents into our communities and terrorizes our residents.”

While it is true that officers do not have absolute immunity, it is highly unlikely that they could be liable for the increased enforcement of immigration laws. Just a day ago, a federal judge and Biden appointee in Minnesota rejected Attorney General Keith Ellison’s demand that federal operations be enjoined in his state. He could not come up with a single claim that the expanded operations were unlawful to sustain the burden for an injunction.

A close examination of the Johnson order shows that it is little more than a directive to the CPD to document any alleged violations. While suggesting that CPD would arrest federal officers, it merely states that they should take statements and preserve any videotapes of alleged violations.

Johnson said the order makes Chicago the first city in the nation to pursue legal accountability for alleged misconduct by federal immigration agents.

That included the alleged game-changing order that police should file “incident reports.” Actual incident reports! ICE officers are presumably fleeing en masse at the very threat of such CPD reports.

  1. You absolutely DO NOT have to be convicted of insurrection to be an insurrectionist. Read the dictionary definition. Waltz, Frey, and others are clearly insurrectionists. Their brain dead footsoldiers need to be kept in line before the dangerous idiocy spreads out of control. They are a cancer in the body republic.

    1. @OldFish – reality: the Progressive “brain dead footsoldiers” strike history remarkably – but let’s label the militarized strong-arm of the Democrat Progressive Oligarchs as they really are – the foreign funded, trained and armed guerrilla Brownshirts, indoctrinated in ambush tactics and provided infrastructure as the SA did in the early NDSAP regime. We are there again – this time in America, and this time with the same message given by the National Democratic Socialist Workers Party that rose to that terror empire.

    2. Yes but Walz has at least attempted to pull back from the abyss by now allowing MN LEO and prisons to cooperate with ICE to ARREST! and DEPORT!
Illegals won’t be getting any sanctuary there. Walz got handed a memo.

  2. You get the government you deserve.
Chicago has always been a corrupt city. Corruption dragged JFK over the finish line leading fate to intervene and lead to the senseless k illing 50,000 of my generation in Vietnam. Chicago deserves all the dysfunction it can muster!

    1. Amish Warrior
58,150 official death toll and about 4 million communists not counting the 1million civilians Pol pot and his Khmer Rouge annihilated in Cambodia. There are still many that will stand against this Bolshevik Communist BS.

  3. It is unfortunate that we have a president who is a sexual predator, war criminal , chronic liar and a con man. The Epstein files need to be released in their entirety.

    1. Isn’t it hilarious how Pedophiles always are the ones to accuse EVERYONE ELSE OF BEING A PERVERT to obfuscate at EVERY opportunity to hide the fact that …. THEY ARE EXACTLY THAT! Even in a post that has nothing to do with anything that they posted!

      1. More bad news for the dems

Epstein’s sex empire was ‘KGB honeytrap’: Paedophile financier had multiple talks with Putin after conviction – with Russian girls flown in to harvest ‘kompromat’ on world-famous figures.

        Has anyone seen Nancy P?

      2. Not a single Epstein victim has accused Trump of any wrongdoing. Not one. Neither has Maxwell. If Maxwell had a story to tell, now would be her best time to do it. If Biden had anything connecting Trump to Epstein, they would have released it a year ago. The only pedophile I’ve heard about was the one that was accused by his own daughter of molesting her in the shower. It was so traumatic that she wrote about it her diary. The diary was so damning that when it was lost, the secret service was sent to recover it. Maybe you should sit this one out.

    2. So where is Bill Clinton any how? They said Scotland but my bet is on Amsterdam, window shopping no doubt!

  4. Can Chi-Town make it? Will he be re-elected in 2027? Will he jump ship and run for State office? Only time will tell.

Chicago Mayor Brandon Johnson’s first term ends in 2027, with the election for his potential re-election expected in early 2027, placing him at the halfway point of his four-year term as of early 2026, after winning in April 2023.

    Key Details:
    Term Start: May 15, 2023.
Term Length: 4 years (standard for Chicago mayors).
Current Status: He assumed office on May 15, 2023. His current term ends on May 17, 2027.

  5. We are putting out an arrest warrant for Mr. Mayor. We are asking that everyone who spots this total idiot make tapes of all he does so we can inspect them for all the crimes he commits, especially for being a dumb ass and a boob. Take notes and submit everything.

  6. The only point of comparison with Brandon Johnson, the worst mayor in human history, is he replaced Lori Lightfoot, the second worst mayor in human history. Look, Chicago, including lots of all races, voted this guy in, just like they voted for Lori. The city voted for a moron. They got a moron. Case closed.

    1. @ gdonaldallen You missed “Uncle Joe” Biden – the worst President ever of the United States surpassed Barak Obama (University of Chicago Law Student and the – the second world President of the United States, enthroned and puppet) face puppets of the Chicago Political Machine (which is a corrupt Democrat system since the beginning of time)

  7. Johnson is another one of those people who is as dumb as a sackful of hammers, but is in a position of power. The pretense in America that there is no such thing as a dumb POC has led us to countless bizarre situations like having this man as mayor of a large city. He’s not even qualified to be a manager of a 7-11 store.

        1. time to Outlaw Public Unions
the political army for the Democrats….FUNDED by the taxpayers…which is ILLEGAL!

      1. Not any more.
Mayor Johnson ranging from 14% to 26%, with high disapproval ratings. He is struggling with broad voter disapproval across various demographics, while facing criticism regarding his policy approach, including his relationship with the Chicago Teachers Union.

And we thought the last mayor was a fool.

        1. And yet, he was/is elected. Even the demeaned, denigrated, and humiliated voted for the “popular” as the prom queens and kings. They cast the vote, let them live with it. They will do it again (and again, and again, and again . . . as they always have).

    1. Like all Progressive City, Chicago holds their elections in odd years. Chicago elections are runoff elections with the first round in February. February in Chicago reduces the voter turnout to almost nothing. The Chicago public union members show up because they have a vested interest. All Johnson has to do to win re election is give the Chicago Public Union members everything they want. It is voter suppression by design. A brilliant strategy, but corrupt.

    2. Anon
I will take Sal Alinsky for $100. Elected by a stupefied populous created by a failed educational system and poor parenting.

  8. “From moronic proposed taxes to racist comments…”

So JT doesn’t like racist comments from Chicago’s Mayor. But JT has no problem with a racist president trump. Yep, no hypocrisy here.

    1. Um… racist president trump… You got facts to back that up? Or you just tipping your toes in the comment section to rile the local idiots?

    2. But JT has no problem with a racist president trump. Yep, no hypocrisy here.

Is that you, Bribery Biden? Elected by Democrats after first telling them you didn’t want Jungle Bunnies allowed in schools with your superior Pure Blood White children like Hunter?

Elected again by Democrats after telling the world that during your 40 years as a Senator in Washington DC, you nevermet even one clean, honest, decent, and well spoken black American?

Stick around! Let’s talk about your Democrat definition of racism!!!!

Surely you aren’t going to do the cowardly Democrat Drop A Deuce To Divert & Disappear???

      1. Notice how BM WAS ALL OVER HIM for those juicy racist statements. Had our King made them, he’s be impeached for a third time

    3. Dear insincere Anonymous, you say “racist president trump. Yep, no hypocrisy here.”
You speak like you know what you’re talking about so,
Name one example please. Of course, if you can’t, then you’re the hypocrite.
just one, let’s see if you’re any good at race baiting. Race baiting, by the way, IS racist and race baiters compose 99% of all the racists. Good luck!

  9. Democrat Taylor Rehmet won a special election for the Texas state Senate on Saturday, flipping a reliably Republican district that President Donald Trump won by 17 points in 2024.

Ahh, poor “republican” babies. Tried to stack the deck against Demos but failed.

  10. So the Windy City has an even Windier Mayor. Hey, maybe he’ll be immolated if someone should strike a match near the source of those gusty (gutsy?) emanations…

  11. I hope and expect that the DOJ and DHS lawyers have reviewed the enforcement methodology and are ready for the LeftCommie lawfare.

Seattle and Chicago mayors instructing people to document ICE activities. Fine, as long as they remain peaceful and do not attack or obstruct.

Waltz and Frey are insurrectionists and need to be taken down. Whenever their zombie footsoldiers cross the line from peaceful protest to felonious behavior they need to be arrested on federal charges and immediately relocated to out of state federal detention. Charges and trial cannot be held in their home city or state. For federal purposes, their peers on the jury just need to be Americans.

    1. Waltz and Frey are insurrectionists? First yo have to be convicted of insurrection to be an insurrectionist. So, no they are not. They are just pushing the boundaries, acting for their electorate. Just like Trump. Then theoretically then Trump is an insurrectionist.

      1. Good that you can see the stupidity of the left when they breathlessly call him an insurrectionist. And by the way Trump has said peacefully protest. Peacefully make your voices heard. Not sure how that’s insurrectionist language. What MN officials are saying is insurrectionist language which should have them tarred and feathered. In the 1800 they would be.

        1. 1800 eh anthony?
“Not sure how that’s insurrectionist language” Better look at trump’s 2024 campaign speeches. And his rhetoric recently. Considering you’re being selective in your facts and source, I see how misguided your comment is.
And… all due respect, you can easily search the internet for his speeches. Please, yourself. Not my responsibility or desire.
Sure go ahead, respond with insults if you like. Its par for the course here. And you.

          1. You don’t know anonymous. You can’t even show your face. News flash: you’re not that important to need anonymity. You are not like the founders.

Secondly: seeing as you don’t point to any speech in particular or even a quote from a speech, I’m going to say you’re misguided. Never has the man advocated for violating fed laws. He isn’t in the position like mayors and governors to be able to do that.

Go read the supremacy clause. Maybe you will learn something. Also check out the founding documents and understand why we had a civil war. It’s precisely what the dems and mainly MN elected officials are currently doing

Maybe provide evidence of your claims mate. Then I’ll happily engage

      2. So glad to see you admit that is not an insurrectionist and that an insurrection did not occur on January 6th!

  12. The blame is that of each and every voter who let this Johnson live in the Chicago mayor’s mansion. Unfortunately the city and its good and decent residents suffer because of those FOOLish voters.

    1. Blame for what? Electing Johnson? How it that a blame? Apparently you have an issue with a strong black man leading his city.

      1. Ano you call this strong.

Mayor Johnson ranging from 14% to 26%, with high disapproval ratings. He is struggling with broad voter disapproval across various demographics, while facing criticism regarding his policy approach, including his relationship with the Chicago Teachers Union.

So was the last black female mayor strong?
They voted her out and elected another fool

  13. Sorry, but this is so funny…. But Trump!!!

Billionaire Reid Hoffman, Who Bankrolled the E. Jean Carroll Lawsuit Against Trump, Is Featured Extensively in the New Epstein Files, Visiting Zorro Ranch and Pedophile Island

The lefties on this website will go bonkers over this.

        1. Oh… very aggressive behavior for asking? Well, what are you going to do about it. Insult me? Beat me up?

        1. Upset? Well, your interpretive skills are nonexistent, so it understandable.
Lefties? So all anons are lefties? Quite the intellectual leap. Or get that from a cereal box?
I saw that you have commenters here apologizing to other about you.
Are you really the local idiot?

          1. So Ano and your Ano followers.
You fools for months have plastered this website with. We want the files.
You got more and none of it is good for you.
            So shut up and enjoy!

    1. Dusty
Is it true the “rapist” plot was reportedly formulated in the living room of George Conway, a TDS ground zero patient.

        1. “So dustoff is your go to guy for rape questions. You know something we don’t?”

Dustoff, at least, frequently makes sense, unlike your sorry, moronic, propaganda-spouting anus.

          1. Ohhh… “sorry, moronic, propaganda-spouting anus”. As dustoff would say “You sound upset by this.”
Dustoff makes sense? Really? Well, considering the writing skills you just exhibited, I can see how that makes sense to you.
You can insult me again if you want.

        2. Nice try, but this info from the FBI. Proves that the left was out to get Prez Trump.
          More is coming out.

          Have a nice day

            1. Ringing in the ears? I’m sure all that whistle blowing and flashbangs has a deleterious effect on your ear drums, repeated exposure to irritant gas on the old lungs and pepper spray in the eyes most likely can have long term effect of damage. Carry on😂🫣

    2. @dustoff – your statement about Reid Hoffman is no surprise to any linkedin user (which he was the founder and investor of). The “searches” you get on that new “facebook for professionals” set as high a bar as Zuckerberg and his censorship gestapos ever did – and their sole support of job hunting is for offshore certified indoctrinates.

    3. They had convincing and thorough corroborating evidence that Trump was guilty. Her girlfriend testified that she told her about it.

  14. This all actually takes the cake for me, that federal law enforcement, enforcing law as it is written, the same way it has been under every administration, is somehow suddenly unlawful. They either think we are very stupid, or they are very stupid themselves. This guy is one of the leaders of the pack.

  15. In Turley’s other post today, a two million dollar lawsuit exposed a failure of government. Lawmakers did not pass laws to protect a minor from harmful medical procedures, yet the Speech and Debate Clause shields them from accountability.

Here, the mayor can enact reckless policies protecting illegal aliens, including violent offenders, while attacking federal agents trying to enforce the law, and he too will be protected.

In both cases, this happens only because unformed citizens put such people in office. Without citizen formation, accountability disappears and absurdity governs.

    1. In both cases, this happens only because unformed citizens put such people in office.

Well that’s a handy excuse for those surveying the country from their height above the common people up in their elitist academic ivory towers. Why, those bankrolling the election campaigns of Democrats like Johnson are simply uninformed, poor dears! If only they had received proper schooling, they never would have given a dime to Johnson’s campaign.

The biggest contributors to Johnson’s campaign was labor unions, primarily the Teacher’s Union and the Service Employees International Union. Those unions, with their also elected presidents, somehow or other stumbled their way through the rank and file to win ever more powerful positions of leadership within those unions, shearly by chance despite being completely uniformed.

Damn that public school system that failed all these union lawyers, presidents, etc that failed to convince them they would go further in their union careers by reading and following Madison’s Notes instead of Saul Alinsky’s Rules For Radicals!

      1. That’s not what I argued, and it’s not an “ivory tower” claim. Moral and civic formation is not about ignorance or lack of intelligence. Highly educated people can be profoundly unformed. Power-seeking, ideological certainty, and institutional self interest do not disappear with schooling.

Union leadership, corporate boards, academic elites, and political donors are often very sophisticated. That does not mean they are morally restrained or civically grounded. In fact, they are frequently the ones most capable of rationalizing harm through process, policy, and language.

This is exactly the problem. When moral formation erodes, people do not become confused. They become efficient at justifying whatever advances their interests or ideology. That is not a failure of education. It is a failure of restraint and accountability.

        1. Olly says: Moral and civic formation is not about ignorance or lack of intelligence.

And that’s the academic ivory tower still making proclamations – if they make different choices than you do, it is only because they are “unformed”. Johnson and these union leaders are as formed as they are ever going to be – formed as the embodiment of Marxists, and perfectly happy to be just that. Your/our view of the country is just as foreign and as objectionable to them, as Johnson/Chicago Teachers Union’s view of the country is as foreign and objectionable to you/us.

You are perfectly correct that their choices are different than the choices made by you and most of the rest of the readers here. You’d also be correct to say it is almost a certainty that their choices will eventually be disastrous to their progeny and themselves, not just their students and the country that they clearly do not care about. They live in the moment, making choices that are advantageous to them and their tribe.

But these decisions they make while making their choice of what those running for office offer them as alternatives are not “unformed” – they are human choices, and for many Democrat voters they make a deliberate choice on the basis they will in fact be given something that those they voted for promised to take from others to give them.

Human individual self/interest and personal greed has been far more powerful than altruistic values concerning one’s country for longer than America has existed.

          1. I think this is where we’re talking past each other. Moral and civic formation is not a claim about intelligence, class, or even ideology. It’s a claim about restraint. A person can be highly formed as an ideologue and still be morally unformed in the civic sense. Those are not contradictions.

Saying someone is morally unformed does not mean they are confused, ignorant, or accidental in their choices. Quite the opposite. It often means they are very deliberate, very strategic, and very effective at pursuing self interest or tribal advantage while detaching themselves from obligation to the broader polity. That is not an insult. It is a description.

You’re right that self interest and greed long predate America. The Founders assumed that. That is precisely why they designed a system that relies on moral restraint and accountability rather than good intentions. When restraint erodes, institutions do not fail randomly. They are captured and repurposed.

So this is not about dismissing people as “unformed” because they disagree with me. It’s about recognizing that a society can be highly educated, highly organized, and ideologically committed, while still lacking the moral formation necessary to govern power responsibly. That distinction matters, because without it, everything reduces to tribal conflict and zero sum gain.

    2. It’s kind of jumping the shark to say “attacking federal agents” because jawing from the sidelines is 1A activity. In the current environment, it seems important to maintain a distinction between verbal and physical acts.

  16. This is what true INSURRECTION looks like. Not the fake January 6 insurrection. Not President Trump’s speech. Not anything we’ve seen from the Republicans. THIS. This is insurrection, with state and local “leaders” fighting the federal government and federal authority. Democrats are always ready to launch a civil war to defend cheap imported labor.

      1. It does however mention that a recent US VP candidate analogizes his actions to the opening salvo of the greatest insurrection in US history- The Civil War.

        1. So from an analogy about Ft Sumter and Gettysburg Walz becomes an insurrectionist? Based on the thin logic of your analogy you derive a call to civil war? You’d also have to include Trump as one, his references over the last 2 years are rather concerning.

Good thing we have the 1st Amendment otherwise you’d have a lot of citizens in concentration camps.

  17. A dark wind blows, a foul wind. Carrying lawlessness and evil, it reeks of lobster, steak and butter. Good article but Dr. Turley, what is the prescribed legal counter to these morons charade? Aren’t they in violation of federal law inciting violence and intimidation of agents performing their lawful duties?

    1. Inciting and intimidating agents? No inciting and intimidation has transpired in Chicago. So no violations of federals law. Bit eager to see violence and blood shed?

      1. Lawfare is in this instance is intimidation, as is the veiled threat of using law enforcement to surveil rather than their duty of crowd control in an assist.

        1. Show us proof of intimidation of ICE? They’re ones with the guns chasing vocal citizen. And as the MSM reports, they’re on a month long killing spree.

          1. “Show us proof of intimidation of ICE? They’re ones with the guns chasing vocal citizen. And as the MSM reports, they’re on a month long killing spree.”
You must not have a television or surf social media. Not a day goes by without coverage of screeching hordes actively interfering with law enforcement operations – activities that clearly meet the elements for assault AND battery.
What “month-long killing spree” would that be? The two persons killed by federal agents in December put themselves in harm’s way and suffered the consequences.

          2. How many and how long have the illegal immigrants and convicted criminals, the feds are trying to arrest, been killing, raping, stealing and otherwise destroying our society. The MSM as you report will never or minimally present the hundreds of innocent people killed or maimed by illegal immigrants. In one case the democrats would not even say her name, Laken Riley.
So perhaps, you should get off your keyboard, out of the basement and experience life as it really is and not just your echo chamber.
And now for the usual comebacks !!!!

          3. Anon
I know this is very difficult for you but Dr. Turley’s article provides you the intimidation outline as provided by the Mayor. You have to read the article first rather than just leaping about throwing darts. First you must comprehend the legal implications and understand what political games are being played and then throw start your darts. Otherwise, you remain to appear very much like the Mayor, stupid.
