It is a major legal, security, and health problem. While ashes are generally non-toxic and harmless, they can contain chemicals and other harmful elements. Moreover, in today’s terrorist environment, powder is a major concern for threats such as anthrax. Disney has long been viewed as a prime terrorist target. Finally, the ashes are an unwelcomed addition for other park goers, who can sue for being touched by the cremated remains of someone’s relative. For the woman, it can result in criminal and civil sanctions in most states.
