Gov. Tim Pawlenty appears to have a broader definition of who constitutes his “troops” in Minnesota. Sen. Don Betzold, has accused Pawlenty of diverting funds from the “Support Our Troops” license plate program to his Governor’s Office of Faith-Based Initiatives. The office works to connect religious organizations with state funds — organizations viewed as a critical part of the Republican political base.
Minnesota law mandates that the money is to go to support the Department of Military Affairs and the Department of Veterans Affairs.” Of course, Karl Rove has shown that religious organizations and voters considered the troops for the GOP, so he may be able to defend the diversion as a simple matter of interpretation.

The next time Gov. Pawlenty appears on MSNBC, perhaps one of Professor Turley’s buddies can ask him, from a “Tax Benefit” perspective, why state income tax refunds are included in the determination of taxable Social Security benefits on a Minnesota income tax return. Have him explain how the overpayment of the Minnesota state income tax produced a tax benefit for the taxpayer on the Minnesota return in the year the overpayment was made?
They could also ask the new Chairman of the House Ways and Means Committee, or any other member of the committee for that matter, a similar question with respect to the Federal Income tax calculation. Based on IRS instructions the gross income attributable to a $1000 state income tax refund can yield up $1850 of gross income. Compare that result with section 111(a) of the Internal Revenue Code.
