The Obama Administration has been accused by public interest groups of being one of the most hostile administration toward whistleblowers since the Nixon Administration. Not only whistleblowers but reporters have been subject to abusive investigations and crackdowns under President Obama. Now, that record has taken an even more dangerous turn. The Justice Department is facing bipartisan criticism after it moved to restrict access of inspectors general to documents needed to ferret out corrupt and abusive practices. The Office of Legal Counsel (OLC) has issued a controversial 68-page memo that says that the department’s inspector general would be required to get permission from the agencies it is investigating to obtain wire taps, grand jury testimonies, and credit information.
For the record, I have been a long critic of the OLC due to what I have viewed as a significant decline in both the neutrality and quality of work in that office. The office has been wrong on a number of important constitutional questions, including the unconstitutional use of recess appointments by the President. In my view, these opinions were a departure from the tradition of the OLC in offering detached and apolitical analysis.
DOJ Inspector General Michael E. Horowitz has correctly noted that federal law gives his office independent authority and that having to coordinate documents requests from the very agency under investigation is counterintuitive: “I strongly disagree with the OLC opinion. Congress meant what it said when it authorized Inspectors General to independently access ‘all’ documents necessary to conduct effective oversight. … Without such access, our office’s ability to conduct its work will be significantly impaired.”
He is joined in this view by key members of Congress from both parties, including Senators Chuck Grassley, R-Iowa, and Ron Johnson, R-Wis., as well as Reps. Bob Goodlatte, R-Va., and John Conyers, D-Mich. As Senator Grassley correctly noted “If the Inspector General deems a document necessary to do his job, then the agency should turn it over immediately.”
The requirement that IGs get permission and access from the subject agency is inimical to the very function of their office and the effectiveness of these offices. When combined with the controversial measures taken against whistleblowers by the Obama Administration, the new policy would allow an Administration far greater power in controlling investigations of its authority and would guarantee notice of potential controversies or scandals within its ranks.
And I believe it IS concerning to the majority of even Republicans themselves.

The US is in decline regarding standard of living and quality of lifestyle. This started in the 70s with the erosion of the upper middle and then middle class. This was primarily due to the higher levels of efficiency and quality of some foreign products. Unfortunately Great Britain suffered the same scenario a decade earlier.
The US is still the richest and most powerful nation but without the global war footing which defined at one time as either for or against, left or right, right or wrong, the country has been unable to evolve into the perspectives of more than these two. This is graphically evident in the political structure and government. Most, if not all, of its peer nations have at least four political parties and understand more than one perspective.
On top of all that as history illustrates the US did not beat the USSR, China, or any other of its self defining foes. These countries evolved and are counting to evolve. This leaves the ‘war footing’, us or them, left or right, etc types further adrift.
There is an anger in the US stemming from the oligarchical nature of government. Not only does this deliver a sense of hopelessness but fosters finger pointing as to who is responsible. Currently Obama is responsible but the transfer of power from the middle majority to the one or two percent oligarchy has been going on for fifty years. It used to be said, ‘as GE or perhaps that was GM goes, so goes America’. GE manufactures its major stuff in Brazil and China at the cost to the higher wage earning American. The Germans don’t do this, nor do most other more socialized nations.

Isaac: I understand your argument and agree with much of what you say. The frightening thing as an outsider it to realise that Americans do not appear to think for themselves. And as you consider yourselves to be the most powerful nation this inability of individual thought is a serious flaw, especially if you are voting for the most powerful office in the world.
It is clear that rational debate and decisions on informed opinion is impossible within this megaphone culture and I fear for America and it’s future.
The two party system certainly does reduce choice, but the right wing in the UK for example is somewhat left of centre in the United States. Quite how left of centre I didn’t realise until I read some of the postings. Some are so radical I confess I cannot follow the thinking at all – if indeed there is any thinking.
I accept your analysis of what happened in the UK 10 years ago with respect to standard of living and lifestyle and can appreciate that the U.S. will go through similar changes. We recently had a referendum which could have split the UK if Scotland had left the Union. But this was not to be just yet. I can see that the U.S. might not stay together if radical thinking states decide that they have had enough.
If intolerance prevails it is the recipe for dissolution. Radicalism always results in friction by virtue of its nature. If the USA is to survive it needs to find a way to promote tolerance.
That is after all the reason migrants chose the USA as a refuge where they could practice their religion in safety and realise political freedom denied them in the home country.
It just seems that it hasn’t worked out like that; there isn’t really an identity with whom all Americans can relate regardless of politics. You rejected the monarchy but didn’t replace it with a true blue all American Icon supported by all Americans and which would be the Symbol of America – a Living Statue of Liberty. As a result the country appears to be fragmented.
Trump, Obama, Clinton will not be able to unite the country and will only panic manage from one crisis to the next.
