Maryland State Police Officer Bruce Wrzosek, 22, has been far from a model officer. Earlier this year, he was suspended for misconduct. However, after returning to work, Wrzosek went a bit too far: driving his marked squad car while drunk, kidnapping a man from a Taco Bell restaurant, and then taking his colleagues on a high-speed chase.

Given the prior incident, there is a possibility for a lawsuit against the department. The victim clearly has a false imprisonment/false arrest claim. The question is whether the department acted appropriately in returning Wrzosek to duty.
I will not say that this episode reminds me of the Taco Bell slogan: “Make a run for the border.”
It sounds like the victim might also have a claim over “Taco Shock Syndrome”.
