California Assemblyman Michael Duvall Resigns After Boasting of How He Sleeps With Lobbyists

Duvall has resigned shortly after the release of the video below where he brags in disgusting and graphic detail about sleeping with lobbyists in his office. The conservative politician who was known for campaigning on family and Christian values may now return to selling insurance with his partner . . . his wife.

I have refrained from publishing a transcript of the initial part of the comments by Duvall (unwittingly made into a live mic) because they are shocking and gross. You may listen to the tape at your own risk. As noted earlier, it is astonishing that Duvall felt comfortable discussing such an encounter, which says something about the legislative culture in the California state legislature.

After the most disgusting part of his comments, the married father of two then continues to add: “So, I am getting into spanking her. Yeah, I like it. I like spanking her. She goes, ‘I know you like spanking me.’ I said, ‘Yeah! Because you’re such a bad girl!” [Laughing] And so her birthday was Monday,” he said at the Wednesday, July 8 committee hearing. “I was 54 on June 14, so for a month, she was 19 years younger than me. I said, ‘Now, you’re getting old. I am going to have to trade you in.’ And she goes, ‘[I’m] 36.’ She is 18 years younger than me. And so I keep teasing her, and she goes, ‘I know you French men. You divide your age by
two and add seven, and if you’re older than that, you dump us.'”

GetPhoto.aspxDuvall is vice chairman of the Assembly’s powerful Committee on Utilities & Commerce and one site has named ” veteran Sacramento-based lobbyist Heidi DeJong Barsuglia turned 36 years old on Monday, July 6.” Here is her lobbyist page and picture. She works as a lobbyist for Sempra Energy, which has supported Duvall with campaign contributions. She is a lawyer and previously worked as a speechwriter for former California Governor Pete Wilson. She also held an important post with the California Retailers Association. Her company issued the following statement:

Sempra Energy takes very seriously any reports involving the conduct of our employees. We are investigating this matter and the recent media reports that named one of our employees. The employee has denied the speculative media reports. Our investigation will be conducted to ensure not only that our policies on employee conduct are strictly adhered to, but also that our employee is treated fairly.

What makes this tape even more amazing is that it was just two days after Assembly Speaker Karen Bass and Republican leader Sam Blakeslee put Duvall on the Rules Committee that handles ethical violations, here.

Of course, such attitudes are not exactly unique to California. You will recall our recent tape of the Speaker of the Alaskan House of Representatives saying that he would gladly sell his soul to the devil to keep oil companies happy, here.

In his statement of resignation, Duvall says nothing about his sleeping with lobbyists:

“I am deeply saddened that my inappropriate comments have become a major distraction for my colleagues in the Assembly, who are working hard on the very serious problems facing our state. I have come to the conclusion that it would not be fair to my family, my constituents or to my friends on both sides of the aisle to remain in office. Therefore, I have decided to resign my office, effective immediately, so that the Assembly can get back to work.”

  1. I think an important part of keep this blawg useful is to follow up on what occurs with older topics and to resolve threads, whenever possible–for the archive–instead of hijacking other threads where the material get lost.

    I have found when using the *limited* Search function within this blawg, less is mo’ better. I first searched for Michael Duvall and only got 1 result. Then, I just typed in ‘Heidi’ and got all the related threads. Parsimony with most aspects of life is most often the best tactic.

    Here are excerpts from the latest update and there is a hint of legal remedies for Ms. Heidi; perhaps a defamation suit? what do you think?

    Her attorney, Malcolm Segal, added: “Just so there is no doubt left in anyone’s mind, what Mr. Duvall later called ‘inappropriate storytelling’ was just a plain old-fashioned lie. Mrs. Barsuglia is considering all of her legal remedies.”

    Sempra said Barsuglia, 39, is being taken off leave and will be fully reinstated. The company said its internal personnel investigation is closed.

    “The company does not tolerate the type of behavior alleged in the media reports,” the company said in a statement.

    Barsuglia’s attorney said Duvall’s comments defamed her and that he did little to repair the damage after they were made public.
    “Her reputation, her job, and her exemplary career have all been placed in jeopardy by Duvall’s disgusting remarks,” Segal said.

  2. Wedding vows are “powerful medicine”. When a man and woman get married they take vow. A vow is a solemn promise. When one marries they make a promise to God, as well as their spouse. As a Catholic, it is a sacrament, one of seven. Sacraments are sacred, they leave an indelible mark on the soul. You may not believe this, OK, I do! Society has become lax over the years, but few can find anything noble or virtuous about adultery. Frankly, its’ embarassing and shameful. If one is doing it, it is certainly nothing to gloat about. Even atheists with a moral secular conscience would find it a “thing” of shame.

But let’s get back to the real problem of political corruption, does anyone think this will get investigated and that things he voted on will need to be affirmed by the remaining members or will nothing happen? Do I hear Tammy Wynette, “Stand By Your Man” playing in the background? I remember not so long ago that other Orange County song favorite, “Stand By Your Tan” (for Tan Nguyen). But that’s another Orange County fool.

  4. “Family Values” California state assemblyman representing Orange County, Republican Michael D. Duvall, resigns for apparently not cheating on his wife. Well you have to take his word for it, or maybe believe that hypocrisy has been bred in. In my opinion the Republican Party has been taken over the most extreme religious right (people who love to push their beliefs on others while trying to take away rights of those they just hate) and that’s who they need to extract from their party if they real want to win. Good Luck, because as they said in WACO, “We Ain’t Coming Out”. He is just another name that can be added to the list of Republican 2009 summer of love: Senator John Ensign (NV), Senator Paul Stanley (TN), Governor Mark Stanford (SC), SC Board of Ed Chair, Kristin Maguire (AKA Bridget Keeney).
