Keeping Abreast of Crime: Police Officer Arrested For Allegedly Pulling Over Women To Look At Their Breasts

There is a bizarre case out of Miami where officer Prabhainjana Dwivedi, 33, was arrested by the FBI for allegedly pulling over female drivers solely to look at their breasts and make “sexually suggestive conversations.” What was most striking about the story is that this was an FBI investigation based on the claim of a civil rights violation. It shows how far federal jurisdiction has extended into previously state areas.


The FBI says that it witnessed Dwivedi pulling over women “without probable cause, reasonable [suspicion] or other lawful authority to conduct a stop.” In one incident, he asked a woman to “lower the zipper on the front of her dress down past her breasts to her mid-stomach.” He held her for one hour and 20 minutes before being released without a citation. In another incident, he allegedly noticed a child seat in the car and threatened a 24-year-old woman that, if he arrested her, she could lose her child. When she asked to take a sobriety test to show she was not intoxicated, he refused. He then reportedly discussed the woman’s breast enhancement surgery, and asked “if she had any photographs of her breasts.” She then reportedly let him see photos on her phone. He stated, according to the complaint, that he wanted to see the scars from the surgery and unbelievably “M.F. then lifted her shirt and showed Dwivedi the scar.”

There is also the basis for a tort action in this case. While there is no false arrest, there is the intentional infliction of emotional distress. It would make for an interesting case with the woman who consented to lifting her shirt. To the extent that she felt reasonably compelled by the show of authority, the consent would not be a viable defense. Privacy claims are difficult due to the fact that much of the viewing was in public. However, requiring the unzipping of clothing under the display of authority would raise such a claim. Clearly a veiled threat to one’s custody over one’s child would be sufficient to deny an argument of consent.

In either the criminal or tort case, Prabhainjana Dwivedi will likely argue that the stops were justified and it could come down to any video evidence or witness testimony from the FBI agents.

    it is hard to kick someone in the balls if you are sitting down in a car….and you have to be very careful that they can’t grab you by the leg…then you have a really pissed off predator who has a hold on you. Anytime I am alone walking to or from the car or such, my keys are in my hand like a knife and I would not hesitate to put that poker right in the cowardly asswipes eye. Also, if caught from behind, run the heel of your shoe down their shin…..hard. I am told this causes almost instant paralysis ….and run away time. Scream scream scream. All that stuff is good. You would be surprised how long and how loud you have to scream to get through the dull stupid haze of male superiority and laissez-fairre attitudes…

      Sure there may be times when physical violence may be a person’s first best chance.

      But don’t forget your gift of gab. If you are overwhelmed physically and the interaction goes on for more than a very short period of time, keep talking. You never know what might work.

      Mention the video cameras that monitor the parking lot – doesn’t matter if they are there or not. Mention something about you, your children, your sick mother, you have an appointment, if you are late for court they will issue a bench warrant for your arrest – what ever.

      If you cannot respond physically, you have nothing to loose by engaging the attacker in conversation. The prospect of being on the evening news or YouTube or something else just might be enough to cause your attacker to stop the attack and leave. It can’t hurt and you might get lucky.

  8. Matt, Yes, even 2 year olds can do it : ) Poke in the eye, heel of the hand to the back of the head thru the jaw or nose, but thru the nose has the potential of killing him. Head butt the nose but my 5′ height isn’t likely to make that possible in most situations. Bend a finger or thumb back, wrist twist, stiff fingers to the spine thru the solar plexus. Also did some of the flip him over my head moves – empowering! Of course this was all done in a setup situation. Don’t know how I’d do in a surprise confrontation. Maybe the additional confidence made me appear less vulnerable so I didn’t need the moves..

    I can relate to your experience. I was walking alone at night in what I thought was a safe neighborhood. A guy walked by and took a good feel and kept walking. My immediate reaction was cursing, loudly. He ran. By the time I got home, about 2 blocks, I was shaking so much in anger that I couldn’t pick up the phone. I reported it to a police officer friend who didn’t understand what I was telling him. He thought the guy never touched me! Later he apologized for not understanding. Nothing more was done.

    Status was not an issue, but relative size might have been. He was a full foot taller and probably 80-90 lbs heavier.

    This happened about 1965 +-. Of course I immediately forgot all about it. NOT.

    Actually, something else was done. Another friend gave me a bunch of pointers on how to deal with such creeps. Basic self defense stuff like the most vulnerable spots and how to get to them to do damage. Good stuff. I used a quick elbow to the solar plexis to discourage a guy who liked to come up behind to touch me. It worked.

    I agree that cops doing what this one was doing need to be taken off the streets, literally. He needs to lose his badge, his gun and his freedom, his freedom for whatever time is appropriate and listed as a sexual predator. And it really doesn’t matter to me which LE agency does it.

    bay, 5,000+ steps.

  11. Worked in Chicago for a while. I don’t think Lee Harvey Oswald did it. I don’t think Sirhan Sirhan did it. I don’t think James Earl Ray did it. James Earl Ray denied to his death that he didn’t do it, and the King family said they believed him.

      I am not such a big conspiracy fan. But didn’t JE Ray, an ex con, have funds to travel the country for more than a year before the MLK assassination.

      Maybe you know the answer to some questions regarding Ray’s ability to travel. Were they ever able to trace Ray’s employment and source of Ray’s finds for the time prior to the assassination.

      To me that would seem to be crucial information and go a long way in determining the credibility of the investigation.
