What is striking about this action is that the driver is harmlessly going through papers. However, his window is partially closed which may have irritated the officer.
What I do not quite get is who is filming this scene? Many private cars in Russia have dash cameras because of an epidemic of accidents and faked injuries on the roads. But it is unclear how this is being shot.
By the way, it appears pedestrians have the same response to windshields and car windows:
