Man Arrested In Fatal Hit-And-Run In California Was Previously Deported Six Times

Ramon-Jaime-HortaA tragic hit-and-run crime in California has rekindled the controversy over our porous borders after it was learned that Ramon Jaime Horta was not only driving on a suspended license but had been deported six times for criminal offenses from the country. Despite his serving time, Horta showed that he was able to move freely back into the country where he ultimately killed Marcello Bisarello in Santa Ana.

Horta was convicted in 2001 for sale and possession of a controlled substance and driving on a suspended license. He was given nine month in jail and was deported. He was deported again in 2002 and 2006. However, in 2008, he was back in the criminal system and pleading guilty to possession of a controlled substance with intent to sell. He was given two years in state prison.

That brings us to 2015 when he hit and killed Bisarello while driving without a valid license and while driving under the influence. He fled the scene but was captured a few blocks away. He had a prior DUI as well as a probation violation on a record with convictions for battery, drug possession, and other crimes.

Horta was deported in 2001, 2002, 2006, 2009 and 2012. He has now allegedly killed a man.

The case has already been introduced into the political campaigns over immigration policy. Putting aside the debate over walls and deportations, it is clear that we need to do a better job in handling recidivists like Horta, who seems to have found a revolving door in our border. I am unsure why he spent so little time in jail given his record of habitual offenses. Notably, this is a case where deportation occurred . . . repeatedly. Yet, it did not prove to be any real barrier to this man. At a minimum, the case may offer an insight into how these figures are evading the system and reentering the country with apparent ease. He does not seem like a particularly clever fellow, which raises the concern that even more dangerous figures from terrorists to organized crime might have equal ease in entering the country without detection. That should be a serious concern.

    Note that this happened in Kalifornia, where this fellow has won “Citizen of the Year” on two prior occasions.

  2. I’ve advocated for execution of repeat violent criminals for a while now. First offence at armed robbery, burglary, etc. and you go to prison and get psychological treatment for rehabilitation. Second conviction, you get eliminated by a firing squad. No criminal around, no crime being committed. Extend this to include aliens, illegal or not, and they would be coming here much less frequently. In this case, a murder by vehicle would have been prevented.

    If he is in our country ILLEGALLY then under what rational policy would he ever have a valid license? I know, I know, as long as he’s here we should ensure he knows how to drive safely. Make him get insurance while you’re at it. He of course needs the ID to work. And so on. Geez!

    And then we have phillyT that does not find an immigration policy discussion necessary just because a six times deported illegal alien drives on a suspended license DRUNK and finally kills someone. You make Gruberites seem enlightened. Absolutely pathetic.

  6. Deport in the morning and admit in the evening. Border Insecurity Forces still collect their wages and corrupt local officers will help the process as long as their interest is met.

I have spoken often about the many cases I have worked in the UPPER MIDWEST of illegal aliens being involved in DUI accidents, causing injury and death, w/o insurance to cover the victims, and then fleeing back to Mexico. For chrissake, even the mindless liberals of SF voted out the ignorant Sheriff last week, a RARE instance of a standing Sheriff being defeated, over his sanctuary city stand. Shame on those who allow mindless politics to trump logic.

  8. This guy has exceptional skill at border-crossing and thriving. Before he killed anyone we should have redirected his expertise to constructive purposes. The CIA does this regularly – paying crooks to help them find other similar crooks. He also should have had a radio-tracked device permanently attached to his body.

  9. Out the millions, all you need is a few good instances of this very perfect trifecta combination to fuel anti-immigration sentiment.
    I believe as citizen had I racked up a repeat offender record like that, I would still be in the hoosegow; tack on those illegal immigrations while being a felon, penalties which I would not be sujbect to, and I can’t imagine who makes the decisions of who gets punished. And now, because he is not in prison, he killed somebody.
    Right now my daughter was taken from me by the state, for bringing her to McDonalds, via CPS and family court action, a penalty for a non-crime that easily exceeds the penalties this illegal immigrant has gotten.
    As the country with the largest, and most easily, imprisoned population, it is puzzling as to why I don’t have a daughter anymore, while this person was repeatedly set free and allowed to kill someone.
    Maybe if I get my daughter back, I might be a repeat offender and bring her back to McDonalds. Who knows what punishment I will get for that.
    The proportionality of punishment to crime seems capricious, and determined more for who you are, than what you have done.

  10. I think that this is a perfect basis for discussion on immigration policy. Some questions: First, why did he come to America? To commit crimes. Second, why was he deported six times? Where they all after he committed a crime? If so the deportation was a failure. Third, how was he able to get back in here six times? No Wall. Walked across. Rode across. Floated across. Hung on a cross.
    Fourth, why deport him again unless he has served all his time or been executed? I can see sending his dead body across the border after execution. Drop his dead body out of a plane over his home town.

    We need The Donald. Hillary would deport him to the wrong country. Rubio would send him to Cuba. Cruz would call him a brother. Jeb would have him marry his daughter.

  12. Until 535 (+1) elected officials presently “working” in D.C. have a son, daughter or grandchild killed by their own Mr. Horta not a damn thing will happen.

  13. Normally, in Utah, if/when you commit a violent crime like manslaughter or murder, you not only do some heavy time, but your family gets to pay a bill per day for your state hotel (prison) time.

    A couple years ago, one of my neighbors in Ogden, during the winter, stopped his bicycle at the train tracks. An illegal alien woman driving her Cadillac ESCALADE (not kidding), has her windows steamed up from the cold (illegal to drive without forward vision), so she pushes the bicyclist into the train and kills him.

    The God-forsaken DA settles for time served (months?), suspended sentence for probation, and deportation IIRC. Why do you think the normally hard nosed Utah DA doesn’t give a rats ass about this murderer? I presume till proven wrong, the sum total reason is because he can’t collect money for her prison time.

    The DA and the judge who agreed should be tarred and feathered.

  14. This kind of incident is exactly why anti immigrant policies get such traction. No one wants to actually deal with this problem in a rational fashion and or even admit it’s a problem. Doing that gets you branded as a racist. It’s time to take a hard line.

  15. Do not deport this guy until he has served all of his prison time. Enhance the sentence. Five years for each time he has snuck in the country. Sterilize him. Shave and a haircut, six bits.
