The videotape below has shocked many people both inside and outside of Baltimore. A Baltimore school police officer is shown slapping and kicking a teenage youth while a second officer watches. The video raises the suitability of either officer to serve in the department as well as the question of potential criminal charges of assault.
The two officers responded to REACH Partnership School after a report of two “intruders.” The officers say that they determined that the two were not students by consulting with school administrators, who could not identify them. However, the parents of the child being beaten says that he is in fact a student at the school. The parents went to the school to speak with the Principal James Gresham but was told that he was busy despite waiting to see him.

I cannot imagine the defense that could be raised by either of these officers. The teenager is not threatening the officer or resisting at the time of the assault. That would seem an easy matter for termination and possible criminal charges.
The other officer does nothing. The key for that second officer is to confirm whether she immediately informed her supervisors or sought aid for the student. She should still have intervened but the failure to act after the assault should be enough to terminate her employment.

Wow. No apartheid in America? Did you skip American history or did they just not teach that where you grew up?
There were laws and court cases at EVERY level of government allowing the exclusion of blacks from white neighborhoods. When Mitt Romney’s dad tried to do something about it as the Secretary of Housing and Urban Development under Nixon, he got so much flack for it he eventually resigned.
The history of housing development following WWII is the history of the rise of the white middle class, and the stagnation of the black working class (and others of course). Look up the history of Levittown. That was the model for development across the country. The rise in value of housing became the anchor of wealth for the white middle class. Everyone else was left behind.

From Webster’s Dictionary, apartheid is “a former social system in South Africa in which black people and people from other racial groups did not have the same political and economic rights as white people and were forced to live separately from white people.”
We have equal rights in the US. African American people are not forced to live separately from whites. African Americans suffer a disproportionate amount of poverty and crime. They also have astonishingly high rates of single motherhood (which is also rising in other demographic groups). In some cities it’s over 90%. Single motherhood has a very high correlation with the offspring living in poverty, falling behind in school, dropping out, doing drugs, engaging in crime, joining gangs, being murdered, going to jail, and any combination thereof. I am at a complete loss for the source of this pressure on young African American girls in poor areas to throw their lives away, and become single moms, or why so many succumb to it. Don’t they feel that their future kids deserve a better start in life? Or that they deserve a supportive partner?
UNLIKE apartheid, our government has no laws that prevent African Americans from living anywhere, or that bars them from certain rights or from running for political office.
I believe that bandying about “apartheid” is a disservice to heroes like Nelson Mandela, who actually fought against the real thing.

“What?! Go home then! Get outta here!” – The officer. Listen closely, I’m pretty sure he says ‘what’ in the first second.
This is his response to whatever the kid said. I agree with most people, regardless of what the youth said, the officer should have been able to keep his cool and send him on his way if he was not being detained.
However, I would really like to see the video interaction leading up to the slapping. If it was such an innocent encounter, why not spotlight the egregious behavior of the police here?
That way we could really see how depraved this officer is. To see what in his mind he considers a line being crossed as justification for physical violence against this sixteen year old. We may find we are depraved ourselves, in that we agree with his reaction. (I know a few kids that could use a good slapping, probably not the kick though.)

I think you missed my point. This has less if anything to do with blacks, black teenagers, social conditions, and more to do with a mouthy teen-a permanent installation in society and they come in all colors. 50 years ago in Victoria BC when I was that mouthy teen, I was white, in a white society that did not practice apartheid to the degree practiced in the US, not remotely. Yet if I was beaten as was this black kid, the cop would have been fired. My family would not have been able to sue as the courts don’t play that game everywhere. A cop is not supposed to be able to use physical force unless threatened, especially against this mutt.

If “mouthing off” sparked this episode, then the child will learn the lesson that he is invincible and will likely make a tidy profit off the entire affair. If the cop had remained calm, whatever the provocation, the child would have (hopefully) learned the consequences of his actions by cooling his heels downtown waiting for his mom to pick him up. Instead, the cop appears to have lost his temper with a teenager who was not threatening his safety.
I’ve seen a snippet of this video on the news. I would have been furious at the police officer, but I also would have sat my kid down and made him watch Chris Rock’s “How Not to Get Your Ass Kicked by the Police.”
I cannot see any justification for the cop striking this kid, although of course it will be investigated.
I’ve known a lot of cops, and it’s my understanding that they face two challenges. First, when you’re constantly dealing with the dregs of society – the criminals, liars, thieves, you tend to get an “us and them” mentality that can make you very jaded. The other is constant overtime can make you so exhausted that your judgement is impaired.
There is no excuse for this cop losing his temper. I only point this out in the hopes that police departments take this into account, and watch out for signs that their officers need a break. Because this officer has sailed right past that mark, and is now in serious hot water.
This might have passed muster decades ago, when cops and teachers could clout a kid into obedience. But times have changed. We need there to be consequences, but also control of ourselves.
This is also a good reminder not to jump to the race card each and every time a white officer is involved with a black suspect. Sometimes, it’s just anger management issues or bad judgement, and not racism. Olly is right that we should resist the urge to jump on the race bandwagon and just get all the facts first.

I think you have it backwards. Try this:

For example, In the 1950’s, punks got spanked. By their teachers, and their parents. Mouth off to a cop, and you probably got clobbered, as here.
That became too simple for over-educated white liberals. Oh no, it would take counseling, and therapy sessions, and various drugs. This seems to be related to the increasing number of white liberals with degrees in child psychology, who get paid big bucks to provide counseling, therapy sessions, and prescribe various drugs.

What is amazing, yet we have become accustomed to it, is how a multi-faceted and complex situation produces such simple minded and single answer explanations. Fifty years ago in another country, almost all white, this very same thing was going on. Kids test the waters and some cops are either not compatible with the job or simply got out of bed on the wrong side that day, or both. Turley’s blog consistently plasters the same occurrences over and over without much info and sporting a specific theme. Sometimes it is just that simple. Most of the time it is not.
