I would say it violated the following sections of the India Motor Vehicle Act 1988
129 Wearing Protective Headgear
194(1) Driving Vehicle Exceeding Permissible Weight.
You informed your readers that this was in India. Informed readers should know that India is like England in that they drive on the wrong side of the road. The carrying of the animal would not be incommon. Perhaps an elephant coming down the opposite lane with a human rider might get more comments. What is the offense that you complain of? In India it may not be an offense. What is the offense in Washington DC for a motorcyclist to carry his wife to be on his motorcycle?

This has happened to plenty of people. You ride your motorbike down to the shops and then BOOM. You impulse buy a calf. How do you get it home? Ingenuity.
Ideally, the calf would be in the sidecare with a little helmet and goggles but this will do. I grew up on the border of Iowa so this is what we would call a “typical commute”.
No helmet.
