Report: 23 Baltimore Schools Had Zero Students Proficient in Math

I recently wrote about how public schools and boards are making the case for school choice advocates with failing scores and rising controversies. The latest shocking statistic was released this week that 23 schools in Baltimore City had zero students who tested proficient in math. Those schools include 10 high schools, eight elementary schools, three Middle/High schools and two Elementary/Middle schools. The state found that 2,000 students who took the state test could not do math at grade level.

We previously discussed the Baltimore public educational system as an example of where billions of dollars have been spent on a system that continues to have appalling scores and standards. Recent data now offers another chilling statistic: 41 percent of students in the Baltimore system have a 1.0 (D) GPA or less.

We also discussed how a high school student almost graduated near the top half of his class after failing every class but three in four years. He had a 0.13 GPA. His mother objected and went public.

The top spending public school districts are also some of the worst performing school districts.  New York topped the per capita spending at $24,040 per kid. Washington, D.C. is close at $22,759.  Baltimore is often ranked in the top three per capita spending districts. The total budget for Baltimore public schools is roughly $1.2 billion. That is for a city with a total population of roughly 600,000 (The greater Baltimore metropolitan area is 2.8 million). In 2015, the school population was 84,000 kids.

Faced with school boards and teacher unions resisting parental objections to school policies over curriculum and social issues, states are on the brink of a transformative change. For years, boards and teacher unions have treated parents as unwelcome interlopers in their children’s education.

That view was captured this month in the comment of Iowa school board member Rachel Wall, who said: “The purpose of a public ed is to not teach kids what the parents want. It is to teach them what society needs them to know. The client is not the parent, but the community.”

State Rep. Lee Snodgrass (D-Wis.) tweeted: “If parents want to ‘have a say’ in their child’s education, they should home school or pay for private school tuition out of their family budget.”

As public schools continue to produce abysmal scores, particularly for minority students, board and union officials have called for lowering or suspending proficiency standards or declared meritocracy to be a form of “white supremacy.” Gifted and talented programs are being eliminated in the name of “equity.”

Once parents have a choice, these teachers lose a virtual monopoly over many families, and these districts could lose billions in states like Florida.

Reports like the one out of Baltimore only fuel this trend to allow desperate parents to find alternatives for their children. It is a failure on a colossal scale. Yet, there is little accountability for the elected officials in these cities as generations are left with little future without basic skills.

Teachers and boards are killing the institution of public education by treating children and parents more like captives than consumers. That cannot continue much longer before parents look for alternatives.

I started a central CA No Left Turn in Education after taking a class claiming math is racist and we are a society of white supremacy from Achieve the Core March 10, 2021! Leftist WOKE policies are literally killing our kids and I cannot sit back and watch this happen! When will we the people say enough? I ran for the Fresno unified School board and lost a radical school district. Only those endorsed by the union were elected and their money to campaign was much larger than grassroots like me! I pray every single day for change!

    1. No government contract that includes union signatories is legal or constitutional. Unions are criminal organizations whose only tools are bodily injury and property damage. Unions assault and batter replacement workers and damage tires, windshields, automobile body panels, replacement workers’ homes, offices and buildings of opponents. Unions have no bargaining positions, bargaining chips or means of influencing any negotiations or outcomes. Unions are nothing but criminals committing crime and criminals threatening crime.

  2. The Baltimore kids would do far better in Catholic schools. There are plenty of Catholic schools within the city of Baltimore, Baltimore County and surrounding areas, and all offer generous scholarships. Not surprisingly plenty of the students are minorities. But the Left will have none of it because then these kids would be “indoctrinated” in Catholic ways. How is that Woke CRT Marist indoctrination working?

    My parents never finished grammar school in Cuba and in America we were poor but loved. They knew not to send their children to Miami area government “public” schools. Thus I attended Catholic schools from 5th grade forward, all as a charity case. I seemed to have done alright: college, medical school, graduate / MBA school

When a collectivist sentiment is expressed like that from Iowa school board member Rachel Wall that “the purpose of a public ed is to not teach kids what the parents want”, but “to teach them what society needs them to know”, and that “the client is not the parent, but the community”, I’m clearly reminded of the very core tenet of Marxism and its off springs, socialism and communism, as well as the roots it allowed for fascism to emerge. They all shared and still share the belief that children are to be given to understand that the state is their parent, not their biological parents, and that the family structure is to give way to whomever and whatever has the arrogance to know and the power to direct what is good for society.

    When authoritarians like State Rep. Lee Snodgrass (D-Wis.) say: “If parents want to ‘have a say’ in their child’s education, they should home school or pay for private school tuition out of their family budget”, the reply quite naturally should be that if that is to be the case then the taxes parents pay to fund public schools should be returned to their budgets for the alternative allocation.

    It is a 120 Miles long by 13 Miles wide strip that runs along the Rio Grande River Boarder with Mexico.

    Where My Mother was the Curriculum Director until she retired. In the 80s the Children were mostly of Migrant Families whom traversed the Boarder between Seasons, The issues then were Students being in Class for a partial year. Their return to Classes was sporadic and unpredictable.
    Thus you had some students that were of High School age with only a 5th Grade level of education.
    The ‘Logistics’ of the Students Educational Experience are tough to tackle.

    After that, you are Teaching a curriculum of “English as a Second Language”. Educating & Evaluation becomes a hurdle.
    We have come along way since the 80s, but with the today’s immense influx of Children, many of whom are from various dialects of Language (espanol, spanish, portuguese, and others) the ability to provide adequate Education is difficult.

    The Standards for Evaluation (Assessment Testing) are evolving annually with each School Year.
    The relationship between the Teacher and Student is in transition’ year to year.

    And then you throw in the Student’s Home Life, many of whom don’t have one, and are lucky to have one Parent.

    What makes anyone think throwing the money in the other direction will change anything? A great many of the alternative are equally terrible schools, staffed by the same sorts of people – it’s generational.

    What happens at home matters, and still no one wants to discuss it. It is astonishing just how many of us think it’s the schools ‘job’ to round out children or the equally corrosive, ‘They’ll learn that at school.’. Sane policy reform will help a whole lot too, but this problem is endemic, and it’s a cultural one spanning decades. The only reason woke schools are upset is the loss of income, and the only reason the less desirable charters and privates (and there are many) are ecstatic is the infusion of income.

    There are still good districts, but really, an awful lot of them are cut from the same cloth. The same can be said about our denial around parenting. The school board meetings are a good start, but the tip of the iceberg. Homeschooling every child is not an option, and shouldn’t have to be.

  8. In addition to Mespo’s comments above with which I completely agree, it strikes me that there are two additional causes of the failure of the Baltimore school system to educate its students. First, in 1965 Daniel Patrick Monyihan, at that time a low-level government employee, wrote a prescient report about Johnson’s Great Society program in which he observed, “[t]he fundamental problem, in which this is most clearly the case, is that of family structure. The evidence—not final, but powerfully persuasive—is that the Negro family in the urban ghettos is crumbling.” This situation is even more serious today as demonstrated by the fact that in 1965 24% of black births were to unwed mothers, whereas today the number is 72%. Second, we are fifty or so years deep into affirmative action including in our schools. It is likely that most of the teachers of the students in Baltimore are a product of this system where graduation depended more on the color of one’s skin than on achievement. It is quite possible that many of the Baltimore teachers never actually learned to teach. Add to this the enormous power Democrats have allowed teachers’ unions to have and there is little reason to believe that the situation will or even can be fixed.

      While education colleges bear some of the blame, Social, Family structure is so dysfunctional, education is not the answer. Because students are so broken, before getting to school.

        B’more City (and rapidly so, B’more County) schools are simply public works, democrat slush funds. Their purpose has nothing to do with educating kids.

        By simply putting every BCPS kid in the same school with so many that have no business being there, you lose them all. Tragic.

        Want to know why B’more has a bunch great private schools? Because, no one with any means would ever subject their kid to BCPS (and soon County) – it is child abuse, imo.

      2. This is contradicted by the success of some charter schools. Read Sowell’s comparison of charter and public schools in NYC. Same kinds of kids, same buildings, different results.

          No on can look at the numbers of all the schools (hundreds compared) and want to maintain the status quo. The public schools alone I think amount to over 1 million students. I didn’t pick based on numbers, though I am sure they will vary greatly. I picked for a higher grade where the schools were housed together. The graph of all the schools cannot be copied or I would have included one random page.

          Just looking at the change in performance, can one imagine the economic benefit ( leaving out the social benefit and costs) one would have if the education of all children were enhanced?

          Some of the schools in bad areas satisfactorily competed with top private schools paid by the parents. I call this “cultural genocide” because we are condemning whole groups of children to a lousy future.

He also looked at what happened to the kids who wanted to go to a charter school but lost the lottery so were stuck in the public school. Their outcomes tracked the miserable public school results, showing that it is the schools not the kids that made the difference.

            The mainly Democratic leaders responsible for these cities are ruining the lives of the “black and brown” children they claim to care about. They are doing so to serve the interests of the teachers unions and education administrators, who want nothing but to protect their pay and their jobs, and avoid rigorous scrutiny. It is a disgrace.

            1. The teacher’s union needs to be severely curtailed or disbanded. The kids being taught in the charter schools are being taught by teachers not dependent on the union, and the kids education improved radically.

              If you haven’t seen the videos on the atrocities the teacher’s union committed on behalf of guilty teachers, then you need to see it now. However, I am quite sure you are totally aware of what I am talking about.

    Incidentally, it is not just public schools that are graduating dysfunctional illiterates.

    I taught at a T1 university for some 20 years, where many of the students hail from the world’s most highly regarded *private* schools. I learned very quickly a depressing fact: I could not take for granted basic knowledge of history, science, literature, grammar (including punctuation), reading comprehension, vocabulary, rudimentary writing.

    Curious about what they were being taught in those *private* schools, I researched some of their curricula. Here just one example of what passes for the teaching of “science:” A year-long course on the plight of turtles. And for the teaching of American “history:” A course on the plight of the whales in the 19th century.

    They knew nothing about the fundamentals of biology or of physics. They knew nothing about the fundamentals of the American Revolution or of the Industrial Revolution. (World history? In your dreams.)

    But they did know everything about how to protest while wearing the right lapel pins.

    1. I just scrolled through 25 comments and not one comment. Has anything to do with what the problem with these schools are and what the nucleus of it is. You may not like what I’m about to say, and I don’t care because it’s the truth and truth hurts, and it also pisses people off. The reason the students failed is because we live in a nation that refuses to be honest with itself when it comes to its “black problem”. anytime you say anything about blacks that is “corrective criticism” it’s considered racism. once again, I don’t care once again. I spent my adult life telling the truth, and I’m not about to start now at 58 years of age black students and white students regardless, if you like it or not, do not mix well. Furthermore, blacks do not learn the way your average, average, average white male / female learns. Since the days of LBJ America has thrown over $4 trillion at the black problem, and it’s simply gotten worse not better. On American Indian reservations, they quietly did learn that’s a really educate Indians. It takes an Indian that is educated. Spare me the reasons why this is whatever your reasons are it’s not solving the problem. When you have a problem you fix the problem and you don’t worry about his feelings get hurt. At least that’s the way things are supposed to be but I now live in a nation that the majority of people are wussies did they get their feelings hurt oh so easy. If you want to really educate black kids on average, it takes black educated teachers that haven’t bought into the, Brain dead soul killing, woke ideology. And be honest with yourself, there’s nothing “woke”, about it. what it is??? is dead. yes, you will have a black male a black female here and there that do you learn on the same level as your garden-variety, white male and white female.   13. Education does not happen on its own. Knowledge is not magically poured into the heads of students while in school.

    It requires the active engagement of all students in the learning process, highly qualified teachers, and parents who require their children to 1) attend school daily, 2) pay attention in class, 3) complete all assignments whether in-class or homework assignments, and 4) Study, study, and more study.

    This is what it takes to educate students and help them attain grade level in all subjects.

      Unfortunately seems parents are not involved in their children’s education, or as we have seen, when parents try to get involved they are called “domestic terrorists.”
      Does not help when teachers and school boards are more interested in a political agenda than education.

    2. Heck, you don’t even need “highly qualified” teachers. Many excellent private schools hire “less than highly qualified” teachers all the time and they get good results – that’s been going on for generations.

      But “active engagement of all the students” is, from those I know who have taught (one of which taught in a B’more public school for a few years) and from what I have read and observed, it the crucial element. I was told as soon as you have a few as three kids in a classroom that have no business being there, you can lose that class. Of course, a BCPS classroom would be lucky to have three that want to be there.

    1. Sometimes it will take a few minutes for JetPack (the WP comments program) to post your comment. If the server is getting hit with a high volume of traffic the longer the delay.
      Then, sometimes the WP server will have a hic-up and your comment gets lost. Has happened to me a few times.

Upstate and Estovir, surely this is not the case but in the comment I posted twice earlier today I quoted from a paper written by Daniel Patrick Monyihan in which he used the word for African Americans that was in use in 1965. A few minutes ago, I posted the exact same thing but took out that word and put [African Americans] in its place. It posted immediately. Do you imagine the Jet Pack program has been programmed to reject any post that has that word?

        1. I posted that exact same document months ago and it was rejected for the reason you articulated. IIRC Darren and I had a public discussion about how words that were part of the URL also activated the filter. I believe the Moynihan document or URL have the word ηεgrο. You have to change the keyboard to Greek alphabet to convey “verboten” words. It is crazy but it is not my website

          How is it that there is one word and one alone that society has bended a knee, all in obsequiousness, but any word defaming God, the Blessed Virgin Mary, and more are “acceptable”?

          Is there a lawyer in the house? 😉

          NB: download a Greek alphabet keyboard to circumvent word filters. I use one for my scientific manuscript writing but comes in handy for this forum
