I recently wrote about how public schools and boards are making the case for school choice advocates with failing scores and rising controversies. The latest shocking statistic was released this week that 23 schools in Baltimore City had zero students who tested proficient in math. Those schools include 10 high schools, eight elementary schools, three Middle/High schools and two Elementary/Middle schools. The state found that 2,000 students who took the state test could not do math at grade level.
We previously discussed the Baltimore public educational system as an example of where billions of dollars have been spent on a system that continues to have appalling scores and standards. Recent data now offers another chilling statistic: 41 percent of students in the Baltimore system have a 1.0 (D) GPA or less.
We also discussed how a high school student almost graduated near the top half of his class after failing every class but three in four years. He had a 0.13 GPA. His mother objected and went public.
The top spending public school districts are also some of the worst performing school districts. New York topped the per capita spending at $24,040 per kid. Washington, D.C. is close at $22,759. Baltimore is often ranked in the top three per capita spending districts. The total budget for Baltimore public schools is roughly $1.2 billion. That is for a city with a total population of roughly 600,000 (The greater Baltimore metropolitan area is 2.8 million). In 2015, the school population was 84,000 kids.
Faced with school boards and teacher unions resisting parental objections to school policies over curriculum and social issues, states are on the brink of a transformative change. For years, boards and teacher unions have treated parents as unwelcome interlopers in their children’s education.
That view was captured this month in the comment of Iowa school board member Rachel Wall, who said: “The purpose of a public ed is to not teach kids what the parents want. It is to teach them what society needs them to know. The client is not the parent, but the community.”
State Rep. Lee Snodgrass (D-Wis.) tweeted: “If parents want to ‘have a say’ in their child’s education, they should home school or pay for private school tuition out of their family budget.”
As public schools continue to produce abysmal scores, particularly for minority students, board and union officials have called for lowering or suspending proficiency standards or declared meritocracy to be a form of “white supremacy.” Gifted and talented programs are being eliminated in the name of “equity.”
Once parents have a choice, these teachers lose a virtual monopoly over many families, and these districts could lose billions in states like Florida.
Reports like the one out of Baltimore only fuel this trend to allow desperate parents to find alternatives for their children. It is a failure on a colossal scale. Yet, there is little accountability for the elected officials in these cities as generations are left with little future without basic skills.
Teachers and boards are killing the institution of public education by treating children and parents more like captives than consumers. That cannot continue much longer before parents look for alternatives.
I think there is some analysis lacking in all the arguments. I was in primary school from 1962-1978 (rural county, 99% white). All of the teachers taught to the middle of the bell curve. If you were exceptionally bright or less gifted, your were basically left to your own devices. The accountability standards were behavior, attendance, participation, and performance on tests and the classes were primarily focused on Reading, Writing, and Arithmetic with a couple of music and PT classes thrown in every week.. I was lucky because I was on the bright side and an avid reader. But I was also failed by the then system because I wasn’t challenged and even though I graduated as valedictorian of my high school class, I was so ill-prepared for college that I barely made it through (albeit with a math degree)..
Rightfully so, there has been some emphasis placed on the extremes of the curve with the advent of AP classes for the more gifted students and Individualized Education Plans (IEP) for those less gifted. The AP classes are now being undermined by the angst over meritocracy and the IEP process has never been perfect due to the lack of abilities of the teachers and the basic lack of participation by most parents. I thoroughly understand the problems with the IEP concept having had a couple of kids go through the process but I was highly involved with them throughout the journey.
We have a fundamental flaw in how we assign responsibility for today’s problems. There are a number of factors involved in the dumbing down of our kids and population in general. i think the biggest of these are lack of discipline in the home, lack of accountability at home and in school, the lack of a SET of MINIMUM standards that are applied to all, the emphasis of trying to teach all things in the primary level (think schools with 3-4 different languages being taught but not so much an emphasis on basic English), and the amount of “screen time” all kids have now for entertainment (read out of their parents hair).
Money is less, or perhaps the least, of an issue from one perspective. My three older daughters attended a township school in Illinois located near a military base. It was one of the least funded school systems in the state on a per student basis (just over $4000/student in the late 90’s). But this school system consistently turned out a higher percentage of graduates with National Merit recognition and acceptance into highly recognized universities/colleges. Why? Because many of the kids had military parents and understood the concepts of discipline and focus and were blessed with a wide variety of experience at the family level. All the kids in these schools benefitted from these attributes as they coexisted and interacted.
All kids have to be motivated and taught the values work, focus, and accountability. These have to begin at home and have to be reinforced by whatever educational system they attend (public/private/homeschool). This has less to do with race and more to do with what we have become accepting of as a society; no discipline in the home, less attention by parents, and kids basically raising themselves with any serious motivation or oversight.

And it is doing so even compared to that of the 60’s and 70’s
No one of any intlligence would claim that the education fo the 60’s and 70’s was optimal.
Only that it was supperior to what we have today.
The BEST solution is a free market in education – that is the only means known to man to come close to meeting the needs of wide varieties of very different people.
It is unlikely that the political will exists to get government entirely out of education.
So the next best thing is the closest we can get to free markets in education that is possible – that is voucher type of systems – such as they have in Sweden and some other parts of Europe.
The fundimental flaw in voucher systems – like all broad government subsidies is the enormous moral hazard created by removing the cost of education from the parents and children getting the education.
This creates enormous presure to increase education spending.
But we already have that moral hazard.
While you may be correct that some of the blame for todays mess belongs with some parents.
In my experience most “bad parents” still want the best for their children.
No child left behind.
Common core math.
System failure.
But the important item you are leaving out is that they all know their diverse and many pronouns as taught by the fine teaching staff of the Maryland Public School System.
Some who are posting here are saying that parents should do a better job of educating there children at home. The problem with this idea is that the lack of education standards is now in it’s second generation and the parents don’t have the capability to teach their children. When will the circle stop?

Ok, so there is a correlation between having 2 parent homes with the parents engaged in their children’s education and the success of the child.
And if you were to look at these schools you will find that the atomic family is usually not present or the parents are involved. Draw your own conclusions.

Which totally undermines the da trying to prosecute for absences….And the principals denying absences for funerals weddings at al. Speaking as someone upon whom 5 years of mechanical engineering school and 3 years of architecture school were inflicted once upon a VERY long time ago, I’d LOVE to know how a random sampling of practicing attorneys and working journalists would fair on a high-school-level math test compared with the “Zero Students Proficient in Math” mentioned in the title of this piece.
I’d be very surprised (to put it mildly) if the random sampling of lawyers and journalists did much (if at all) better than the Baltimore high school students with zero proficiency in math mentioned in the title of this piece. That’s not a criticism of anyone’s intelligence. Rather, it’s an assessment of a general failure of our societal VALUE system which translates into a failure of our educational system to help students learn HOW to think as opposed to telling students WHAT to think.
Everywhere you look in our society, you’ll find people telling others WHAT to think without providing much, or any, assistance related to learning HOW to think. In fact, if you look closely enough, you might find that learning HOW to think is generally frowned upon when compared with the rewards of blindly accepting what one is told concerning WHAT to think.
In my opinion, that’s a recipe for short-term gain and long-term disaster, both for an individual and for society at large.
Further, at this point thinking is itself considered suspect. We are to accept diktat, not to question.
The reason why there is no accountability, is because voters fail to hold elected officials accountable. They keep voting for the same people, election after election, who promise to solve all their problems.
You are wrong. We elect people and we get laws. Over and over again laws. The supreme court is the one who gives everyone immunitty….except to parents! They make these decisions because they think you want these policies because they keep getting reelected. Politicians are elected because of their persoalities not their policies.

The Raspberry Pi comes with Mathematica (for free), a powerful mathematics program that cost me $750.00 thirty years ago. No matter how bad the schools are, they are not depriving the kids of an education. There is more to it than that. Mathematics aside, I wonder how many kids have read, or are capable of reading “The Columbian Orator.”

Depriving someone of something is not the same as failing to give them something. Simply not having a TV in a house with a lot of books was more important than the teachers I had as a kid. In the sixth grade I started a petition against my teacher (it was the 1960’s) and had it confiscated. At the same time, I was put in a small room for a one-on-one test. After telling the examiner what “ambergris” was during the vocabulary portion, he stopped and asked me “How do you know that?” I told him “I read books.”
It seems you missed my reference to Frederick Douglass. Frederick Douglass learned to read and write in Baltimore as a slave without attending school. A brief period of kindness on the part of his masters and books such as “The Columbian Orator” gave him the opportunity to develop his intellect. If you do not know who Frederick Douglass was, do a web search.

Kevin Orr was appointed an emergency financial manager by the governor for about a year because the city was bankrupt. He was not on the city council, nor was he elected. Also, he was a Democrat. However, unlike the city council, he seems to have been competent.
Start with the universities that “train” teachers, then get to the unions that protect bad teachers, next line up the school administrators who hire teachers and lastly look to parents who require nothing from their children as far as being competent and aware. Someone please cite the Constitution for any power of Congress to tax for or to regulate education. There is none. The Department of Education is invalid, illegitimate, illicit, illegal and unconstitutional. As a teacher in an urban school, I have students that simply do nothing but play video games until 4am and come into school and sleep all day.

I’ve never heard anyone attack “teachers.” Unions are criminal organizations, the tools of which are bodily injury and property damage. Americans are provided the freedom to create a free enterprise or accept or reject employment by the Constitution. The Constitution may not and does not favor labor or unions, it simply provides freedom. The Constitution exists in equity which is the complete absence bias or favoritism.
A long time ago in 1965 Daniel Patrick Monyihan wrote that President Johnson’s Great Society had a basic flaw because “[t]The fundamental problem, in which this is most clearly the case, is that of family structure. The evidence—not final, but powerfully persuasive—is that the [African American] family in the urban ghettos is crumbling.” The situation appears to have gotten worse. In 1965, only 24% of black babies were born to unwed mothers; today, that number has grown to 72%. In addition, we are now fifty years deep into affirmative action. It is possible that many of the teachers in the Baltimore school system graduated from schools to which the color of a person’s skin was more important than academic achievement. Perhaps many of the Baltimore teachers simply never learned how to teach. And, when the power we have ceded to teachers’ unions is added to the mix, where students are among the least important concerns, there is no reason to believe that the situation will or even can improve.
Understanding that Congress has the power to tax for ONLY debt, defense and infrastructure, aka “…general Welfare (i.e. all, the whole, well proceed)…,” and the power to regulate ONLY the value of money, commerce among the States to preclude bias by one over another, and land and naval Forces, why is it that you ignore the underlying unconstitutionality of the so-called “Great Society”? That seems slightly bizarre.
The Supreme Court disagrees with your constitutional analysis with respect to those provisions and programs. You may want to read and consider Helvering v Davis (1937) and Wickard v Filburn (1942).

Is it revealing that you failed to recommend that I read the Constitution of the United States of America, which I cited for you above? Congress has no power to tax for individual welfare, specific welfare, particular welfare, charity or favor.
The Supreme Court must be impeached and convicted for centuries of decisions adverse to the literal, “manifest tenor” of the Constitution. You cannot and will not cite the Constitution for denial or prohibition of secession; it does not exist. The unconstitutional denial of secession did, however, completely and unconstitutionally change the course of America (slavery must have been ended by legal means). As it acted retroactively by 50 years on abortion, the Supreme Court must act retroactively by up to 150 years on the communist American welfare state. Secession was and is constitutional, universal and ubiquitous. The Supreme Court recently decided to end its “Reign of Corruption,” change course and overturn and strike down the totally corrupt decision of the totally corrupt Supreme Court of 1973 regarding irrefutably unconstitutional abortion. Abortion will never be a right provided by the Constitution as the legality or illegality of abortion will forever be legislated by States. The very same totally corrupt Supreme Court that corruptly ruled that abortion was a constitutional right, approved and allowed taxation for and the existence of the wholly unconstitutional “Great Society” program. What part of legal and illegal, law and fundamental law do you not understand? I think before LBJ black families had more intact families than white families. Their rate of improvement in education was higher before LBJ, started to flatten the curve and then the rate descended.

In spite of such obstacles, Lincoln re-affirmed his strong support for gradual emancipation coupled with resettlement in his second annual message to Congress of December 1, 1862. On this occasion he used the word deportation. So serious was he about his plan that he proposed a draft Constitutional Amendment to give it the greatest legal sanction possible. When rioters in Baltimore threw the Christopher Columbus statue into Chesapeake Bay, I was amazed that Nancy Pelosi, a Baltimore native and Italian-American would excuse it with, “People will do what people do.” Why not remind them to use the democratic process and take their grievances to the city council, like anyone who passed high school civics? Democrats are the party of anarchy and ignorance on a global scale.
The Capitol riot on January 6th, 2021 proved Pelosi right.

I’ve been in the U.S. Capitol enough times as an ordinary child and adult citizen that it was strange to me for the Capitol to be locked down the way it was that day. Sure breaking windows and appropriating lecterns is misdemeanor, but it wasn’t an insurrection and it wasn’t worse than the riots in the summer of 2020.
To help understand the extent of problem and to help work towards a solution for these particular Baltimore schools and students, do we have any assessments/scores in other subjects besides math (often english is also assessed)?
