Biden Appointee Calls Upon the United Nations to Act to Secure Reparations and End the “Continuation of Slavery” in the United States

Howard Law Professor Justin Hansford addressed the United Nations Permanent Forum on People of African Descent last week and called for the establishment of a United Nations Reparations Tribunal that could order the payment of reparations to African Americans.

Professor Hansford objected that white lawyers and politicians have been allowed to control this debate in the United States for too long:

But so far we have left it to the scholars of the past, the lawyers of the past, the white scholars, white lawyers, to determine the bounds of our legal imagination, to determine the narrow structures that we will use to determine what justice looks like for our own people.

So I come to you today with a novel proposal, that we begin to think our own thoughts, propose our own vision of justice, and implement that justice, as part of the Permanent Forum on People of African Descent.

It is not clear what Professor Hansford meant when he suggested that a  United Nations program for reparations should not only be crafted but “implemented” by people of color.

Professor Hansford notes in his address that the United Nations previously recognized the need for reparations for victims of racism and cultural genocide.

The speech to the United Nations is part of growing calls for action on reparations after years of study and proposals. As task forces in states like California have issued recommendations for payments, the demands are presenting a challenge for Democratic politicians who have long campaigned on such payments as a moral imperative. That bill has now come due but politicians like California Gov. Gavin Newsom have sought to pivot away from demands from his own Reparations Task Force for massive payments.

It may be too late for this effort as activists demand actual payments, including up to $5 million for each eligible citizen in cities like San Francisco.

Now Professor Hansford is calling on the United Nations to order such payments by the United States. It is an interesting pitch to countries that were directly involved in the slave trade or enslaved other people in their own histories. Reparations would appear to apply to many of the same countries and might be looked at with some skepticism and concern in their own capitals.

Professor Hansford is a scholar who has written extensively on critical race theory. He has been an advocate for not only reparations but “police abolition”:

“Well, yes, when I think of police abolition, I think that it’s the right word. I think about the abolitionists that we saw in the 19th century — Harriet Tubman, Frederick Douglass — and their work, which was our destiny as a people, to be free. And I think that’s part of the same tradition. I think that it’s the same work. I think that the systems that we’re facing today are continuations of the systems that the abolitionists in the 19th century worked against. So, yes, I support that. I think that has to be the ultimate goal.”

I have serious objections to these views, but value the debate. Indeed, part of the effort to combat the intolerance for opposing viewpoints at schools like Howard University is to allow a more robust debate on these issues.

Reparations is a debate that we should have as a nation, including in Congress.  Recently, Democrats introduced a bill demanding $14 trillion in reparations. I have major misgivings over the legal and policy basis for such payments, but welcome any forum for a free and civil debate. The United Nations did not offer an opposing view on this question, which is often the case on our campuses.

Professor Hansford called on the United Nations to stop “cultural genocide” and to end the “continuation of slavery” through means like “mass incarceration” in the United States.

The Biden Administration nominated Professor Hansford to work with the United Nations Permanent Forum on People of African Descent (PFPAD) for the 2022-2024 term. Hansford is the only American representative.

Here are Professor Hansford’s remarks:

  1. This issue is so toxic to Democrats that their resident Democrat Operative, Svelaz, hasn’t even commented once on it. Svelaz, the Democrat Operative that comments 200 times on every issue has decided to skip this one due to how harmful it is to DEMOCRATS, the party making the promise, creating “commissions” to figure out how to dole out the non-existent money and now stuck with this lemon of a plan.

This will disappear as fast as the 2020 riots ended once polling showed it was starting to harm Democrats.

  2. The real problem is that the rest of the country will not pay for this out of our own pockets. The majority does not exist to push this into reality. Thus, this will end up as raised expectations and a broken promise that will lead somehow to violence.

  3. I hope the professor knows the African Chieftains and Kings will be the first ones to pay, right? the guilty pays, ….and every slave sold was caught and stockpiled by African chiefs, ahahahahah

  4. I’m confused…………….
“People of African Descent”….. Egyptians? Moroccans?
    “African American”……..Elon Musk??

And when do descendants of the Africans who sold their black brothers and sisters into slavery pay “their fair share” (the Dems favorite phrase)???

  5. Turley,
There are some views that are just so wrong, they are not worthy of debate.

  6. Why is it that the people with all the melanin in their skin who claim to be superior and claim to be the real Israelites and that Jesus was black, can’t run one successful country on the whole globe? They can’t even succeed in a country, America where they have privilege.

    1. Sign up for the reparation payment and get paid with this better idea. DNA tests to find nation or continent of origin. Renunciation of US citizenship & banned from re entering the USA, loss of pension or social security, medicare, or any other US welfare benefit, Free airfare, and a great flight back to the homeland. Each departing flight will play the national anthem, America the Beautiful by Ray Charles, God Bless the USA by Lee Greenwood, Star spangled Banner by each Jimi Hendrix and Ted Nugent, living in America By James Brown, Courtesy of the Red, White and Blue by Toby Keith. It will repeat during the flight.

    2. America has produced a twice elected African American president a vice president of color, billionaire business owners and 1000’s of millionaires. Not to mention successful business owners public and private sector employees earning six figures. To say Africans can’t succeed in America is an unnecessary and incorrect rhetorical stretch. The Biden UN representative’s comments and logic are fraudulent and Democrats know Biden will never sign a Trillion dollar reparations bill. Instead for the few direct slave defendants some policy could be created just as what was done for the Japanese Americans in WWII. The “resolution to the reparations question is difficult. We could start with an apology and go from there.

      1. No apology needed. Blacks weren’t the only slaves, they’re the only ones crying and i’m sick of it.

      2. You know Biden doesn’t even know what room he’s standing in, much less what he’s signing when a bill is put in front of him.

    3. I should have mentioned that I direct this to the race baiters. As an individual we are all equal. it’s up to you to break free from the victim narrative.

    4. I asked AI bot and it gave these examples: Ancient Egypt: The ancient Egyptian civilization, particularly during the New Kingdom, was a powerful and influential civilization that emerged from Africa. Ancient Egyptians had diverse origins, but they were predominantly of African descent. They created a sophisticated society, made remarkable advancements in various fields, and left a lasting impact on history.

Mali Empire: The Mali Empire, which existed from the 13th to the 16th century, was one of the most significant and prosperous West African empires. It was founded by Sundiata Keita and thrived under the rule of Mansa Musa, who is known for his famous pilgrimage to Mecca. The empire was known for its wealth, gold trade, and cultural achievements, including the renowned city of Timbuktu, which was a center of learning and scholarship.

Great Zimbabwe: Great Zimbabwe was an ancient city and kingdom located in present-day Zimbabwe. It flourished between the 11th and 15th centuries and was known for its impressive stone architecture and trade networks. The civilization of Great Zimbabwe demonstrated advanced engineering and was a significant political and economic center in southern Africa.

Songhai Empire: The Songhai Empire was a West African empire that existed from the 15th to the 16th century. It rose to power under the leadership of Sunni Ali and reached its peak during the reign of Askia Muhammad. The Songhai Empire was renowned for its military strength, vast territory, and cultural achievements, including Timbuktu’s role as a center of Islamic scholarship and trade.

Axum Empire: The Axum Empire, also known as the Aksumite Empire, was located in present-day Ethiopia and Eritrea. It emerged around the 1st century CE and reached its height during the 4th and 5th centuries. The Axumites were known for their advanced civilization, trade connections with the Roman Empire and India, and their adoption of Christianity as a state religion.

These are just a few examples of civilizations created by people of color, particularly those of African descent. It is true that more powerful Western empires often exploited weaker countries, destabilizing them to maintain their exploitative advantage. However, this trait is not exclusive to white civilizations, but rather a characteristic of any powerful group. In the history of America and Australia, black and Asian individuals played essential roles in building these civilizations. For instance, Chinese labor was crucial in constructing railways across the US, and Aboriginal knowledge and work were integral to farming in Australia. The reality is that the past was challenging and harsh for everyone, but certain communities carried out the majority of the difficult work under slave-like conditions, leaving little to pass on to future generations. This isn’t solely a historical issue; consider the present-day situation where individuals who mine rare earth materials or assemble smartphones often live in slave-like conditions. Would you willingly trade places with them? Moreover, on an individual level, escaping such circumstances and returning to a privileged lifestyle would be challenging, regardless of skin color. At the societal level, during the reign of many non-white civilizations in history, white societies in Europe were often considered barbaric. Real history is far more complex than most narratives suggest. It’s worth noting that white civilizations acquired significant technological advancements, such as gunpowder and algebra, from non-white cultures. Presently, there are numerous white communities in certain suburbs of South Africa, England, Australia, and America that are far from civilized, illustrating that it is not solely about skin color. Socioeconomics and power dynamics can affect any group, regardless of race. While it would be ideal to uplift historically disadvantaged groups (which has predominantly been those with dark skin), there is a concern that doing so could result in the elimination of the middle class (which includes whites, Asians, and individuals of all colors), leaving only the ultra-rich versus the rest of the world. Unless one belongs to the ultra-rich class, they may find common ground with their darker-skinned counterparts in a failed global civilization, realizing that skin color had nothing to do with the outcome.

      1. i agree with some of what you said but that theory is flawed. They have had hundreds of years to prove they can exist with the rest of us us Whitey’s, Hispanics, Jews, Indians, Italians, Irish and on and on. Crying and wanting special treatment is admitting you are weak and is an insult to your heritage.

      2. Recent DNA findings show that the ancient Egyptian DNA appears not to be the same as it is today. Researchers think Ancient Egyptians came from Near Eastern Mediterranean Europeans and the Anatolia region. Today’s Egyptian DNA seems to share more with sub-Saharan populations.

Though this seems likely, I would wait to conclude after testing more DNA from Egypt and elsewhere.

        1. Yes, DNA of ancient Egyptians shows they were more like Jews, Lebanese, etc. Modern Egyptians likely have some genes from sub-Saharan slaves they imported though they are very far from being black. That’s why they are so upset at the portrayal of Cleopatra as black. Cultural identity theft. Although she was Greek rather than Egyptian. Turns out stealing an ancient queen is harder than looting your local Walgrens.

Recent comments by the eminent biologist James Watson concerning intelligence test data from sub-Saharan Africa resulted in professional sanctions as well as numerous public condemnations from the media and the scientific community. They justified these sanctions to the public through an abuse of trust, by suggesting that intelligence testing is a meaningless and discredited science, that there is no data to support Dr. Watson’s comments, that genetic causes of group differences in intelligence are falsified logically and empirically, and that such differences are already accounted for by known environment factors. None of these arguments are correct, much less beyond legitimate scientific debate. Dr. Watson was correct on all accounts: (1) Intelligence tests do reveal large differences between European and sub-Saharan African nations, (2) the evidence does link these differences to universally valued outcomes, both within and between nations, and (3) there is data to suggest these differences are influenced by genetic factors. The media and the larger scientific community punished Dr. Watson for violating a social and political taboo, but fashioned their case to the public in terms of scientific ethics. This necessitated lying to the public about numerous scientific issues to make Watson appear negligent in his statements; a gross abuse of valuable and fragile public trust in scientific authority. Lies and a threatening, coercive atmosphere to free inquiry and exchange are damaging to science as an institution and to scientists as individuals, while voicing unfashionable hypotheses is not damaging to science. The ability to openly voice and argue ideas in good faith that are strange and frightening to some is, in fact, integral to science. Those that have participated in undermining this openness and fairness have therefore damaged science, even while claiming to protect it with the same behavior.

  8. International Communism has, as its proximate goals (1) The overturning and destruction of social order; (2) The destruction of means of production and wealth generation and distribution; (3) The dissolution of the nation-state as a viable political and economic entity. Their ultimate goal is worldwide impoverishment, the conversion of the globe to a rent-seeking society from which they can enrich themselves in perpetuity.

The UN, its subsidiaries WEF, G7/G20 and BRICS+ are populated and driven by Communists.

    1. There are 158,150 reasons why Socialism and Communism should never be considered in America. This Reparations argument is a liberal joke, it is never going happen, but grifters gotta grift.

  9. How it is fair for me? My grandparents were immigrants from Italy. Never had a slave or benefited from slavery. Slavery was started by Africans not Europeans.

  10. I agree. The UN, the U.S. government and every person who has ever forced me to work and pay taxes to the welfare state owes me $5 million dollars right now. I have never owned a black slave. My Dad never owned a black slave and as far as I know, my grandfather never owned a black slave. But those receiving welfare have forced me to be their slave for my entire life and I want them to pay reparations right this minute, with interest. And we also need to add pain and suffering in there for the false accusations.

  11. They cannot solve problems. They are incapable nor willing to try. So, instead, they promise free stuff. Lots and lots of free stuff. “Vote for us and you will keep the free stuff we have already given to you and we will get for you. Don’t vote for us and you will be required to roll up your sleeves and get a job and here is the important thing, the really important thing, you will no longer have whipped cream on your strawberries.”

This is simply a campaign strategy that will be propagated by those with selfish interests. Power. Lots of power and continuous power.

They are running out of “oppressed” and “oppressors.” So, they have to sew discord and keep telling half truths over and over, and over…like Novocain. Eventually, people start believing the propaganda. Half truths given as truth is untruth.

  12. Does anyone really seriously believe that the citizens of this country are going to allow themselves to crushed economically for injustices for which they have no responsibility? That they would ever tolerate the United Nations placing those kinds of demands.

    1. Of course. They got crushed with the covid lockdowns and forced injections. They got crushed with the ffloyd riots every downtown was boarded up with plywood across the entire USA. They got crushed with the endless bank bailouts and corporate trough guzzlings and MIC wars.
They will kneel, don their kwanza scarfs with Pelosi and cough to the side as the FED prints it all up and cheeseburgers cost 30 bucks a piece at drive through.

  13. Fools a many survive in America, they come in various shape, sizes and colors, but they are FOOLS none the less.

From D. H. Lawrence ‘Letter to Edward Garnett’ ‘collected letters 1962’
“Curse the blasted, jelly-boned swine’s, the slimy, the bell-wriggling invertebrate, the miserable sodding rotters, the flaming sods, the sniveling, dribbling, dithering, palsied, pulse-less lot that make up [(America) my word] England today. They’ve got white of egg in their veins, and their spunk is that watery it’s a marvel they can breed. They can be nothing but frogspawn the gibberers! God, how I hate them!”

There are so many reasons to laugh at this total non-sense; there isn’t enough worth in the world to pay any aggrieved group reparations. The world GDP is projected to reach $104 Trillion this year, the United States had a GDP in 2022 of +/- $25.3 Trillion, so the proposal by the fool makes me question his economic education. He is nothing but a charlatan with his head up his rear end, or better known as a Democrat in good standing, who has a estimated net worth of $1.5 million.

Could not remember where I read/heard this, but it’s something this fool should think about in his quest for compensation: “Rowe’s Rule: the odds are five to six that the light you see at the end of the tunnel is the headlight of an oncoming train”.

    1. We laughed at the Green New Deal also… now look at the insanity the EPA and the rest of the Biden administration is pushing. Just imagine how bad things would be right now without a conservative majority in the Supreme Court.

  14. I’m all in favor of mass incarceration where there is mass criminality. Build a thousand prisons out West in the desert, if that’s what it takes to protect the law-abiding from the criminals. We can’t eliminate the police or repeal the criminal laws, just because a certain segment of the population refuses to conform to societal standards.

    1. That sounds like a good idea, but what do you think that the current rank and file politicians would do with a thousand prisons in the desert?. These are the same politicians who hate the first and second amendments of the Constitution and who encourage illegal immigration and crime in order to prop up their reelection prospects. So who exactly do you think they would put in these 1000 prisons in the desert?

  15. My family’s property was stolen by the British in 1755 in their ethnic cleaning of Acadia (aka Nova Scotia). Thousands died in the Grand Dérangement. All we got was an apology from QE II about 250 years later. We move on.

    1. The Moors invaded Spain in early 700s, raped women, pillaged regions and took residence for over 8 centuries, until they were expelled from Spain in 1600s. Clearly the Spanish Conquistadors were awful warriors in beating the invading Muslims

We Cubans all eventually come from Spaniards. I can trace my family history to Southern Spain. when I was a boy I asked my father why it was that I could tan as dark as a skunk at the beach, had large feet and hands, wide shoulders and had a hirsuite body, unlike my brother. He told it was because I inherited genes from the Moors whereas my brother did not. I was never so happy that the Moors invaded Spain, colonized the land, passed on their DNA to residents, to eventually give me their dashing looks, dark skin while the women were thrilled at my large….well, you get the chorizo, amiright?

Im all for marauding invaders sharing their alpha male DNA with inferior beta male residents.

      1. Estovir…..I’ve talked before about the handsome, tanned Cuban men with beautifully slicked-back black hair who joined our church in Houston (late 1950’s) They were gorgeous, especially dressed in their classy white suits. My girlfriends and I were very distracted by their presnce….and we were in church! LOL. You would have been a hit our Baptist church!

  16. What a sad and sorry excuse for a “scholar” or teacher at a law school. This guy who walks and talks like a victim should never have been given a public forum to spew out his thoughts and vision that are all race-based; thanks to the puppeteers who control all that biden does and says, the world is subjected to someone who sees EVERYTHING as African or non-African.

    1. Thetennants,;

“What a sad and sorry excuse for a “scholar” or teacher at a law school.”

You shouldn’t expect affirmative action to harvest students or professors or bureaucrats or politicians on the basis of actual merit.

    2. Spot on, friend. Your truth is a laser-light in a darkness occupied by dullards.

The descendants of freed slaves must not be citizens in America, by law.

Freed slaves and their descendants may not have been admitted to become citizens, by law.

Legitimate claims for compensatory damages must be filed in a plaintiff’s country of origin.

The Emancipation Proclamation transformed the legal status of slaves from “property” to “illegal alien” requiring immediate compassionate repatriation under the Naturalization Act of 1802, which was in full force and effect on January 1, 1863.

Through four iterations, the Founders were resolved on the issue of immigration law.

    Naturalization Acts of 1790, 1795, 1798 and 1802

United States Congress, “An act to establish an uniform Rule of Naturalization,” March 26, 1790

Be it enacted by the Senate and House of Representatives of the United States of America, in Congress assembled, That any Alien being a free white person, who shall have resided within the limits and under the jurisdiction of the United States for the term of two years, may be admitted to become a citizen thereof…

    1. Any US citizen limitations for free blacks as a result of those immigration Acts and the Dred Scott decision were overturned by the 14th amendment.

      1. 1863 – Emancipation Proclamation

        1868 – 14th Amendment

The 14th was 5 years too late.

Everything Lincoln et al. did was illegitimate and unconstitutional.

        1. There have been free blacks in the United since the adoption Constitution (especially in North) so those slaves that became free as a result of the Emancipation Proclamation had a similar status as other free blacks.

Abraham Lincoln’s Program of Black Resettlement

            Congress Votes Funds for Resettlement

In 1860, the 3,185 slaves in the District of Columbia were owned by just two percent of the District’s residents. In April 1862, Lincoln arranged to have a bill introduced in Congress that would compensate District slave-holders an average of $300 for each slave. An additional $100,000 was appropriated 55

to be expended under the direction of the President of the United States, to aid in the colonization and settlement of such free persons of African descent now residing in said District, including those to be liberated by this act, as may desire to emigrate to the Republic of Haiti or Liberia, or such other country beyond the limits of the United States as the President may determine.

When he signed the bill into law on April 16, Lincoln stated: “I am gratified that the two principles of compensation, and colonization, are both recognized, and practically applied in the act.”56

Two months later, as part of the (second) Confiscation Act of July 1862, Congress appropriated an additional half-million dollars for the President’s use in resettling blacks who came under Union military control. Rejecting criticism from prominent “radicals” such as Senator Charles Sumner, most Senators and Representatives expressed support for the bold project in a joint resolution declaring57

that the President is hereby authorized to make provision for the transportation, colonization and settlement in some tropical country beyond the limits of the United States, of such persons of African race, made free by the provisions of this act, as may be willing to emigrate …

Lincoln now had Congressional authority and $600,000 in authorized funds to proceed with his plan for resettlement.
